Innovative solutions encompass newly developed or novel applications of technologies, processes, or methods.

Scope of Solutions

Vendors are required to submit video pitches showcasing their technology or service solutions. Solutions must align with one or more of the P1SM's Strategic Focus Areas, including:

  • Agile Training and Digital Acquisition Modernization
  • Application Development
  • Cloud Operations
  • Container Hardening
  • Cyber Security / Purple Team Testing
  • DevSecOps Engineering Solutions
  • Edge Computing
  • Identity Management
  • License Procurement Management
  • Monolith to Microservice
  • Pipeline Platform Integration
  • Blue Sky (Other) Appendix A defines Technology Readiness Levels (TRLs), providing a framework for assessing the maturity of proposed technologies.

Contract & Submission Details

This initiative operates as a "post-competition" pathway under 10 USC 4021, 10 USC 4022, 10 USC 3458, FAR/DFARS Part 35, and DFARS Subpart 212.70. Contract pathways are available for research, development, prototyping, test and evaluation, experimental purposes, and production. Award terms, including payment, intellectual property, and data rights, are fully negotiable. Multiple awards are possible with no funding ceilings or duration limits.

Submissions are continuously accepted from September 23, 2024, to December 29, 2026. Submissions are collected monthly, with deadlines on the last day of each month by 12:00 PM EST. Video submissions must be unclassified, non-proprietary, and adhere to specific format requirements. Further information and the submission portal can be found at https://p1.dso.mil/marketplace.

Eligibility & Set-Aside

This opportunity is open to all US-based companies (large and small, traditional and non-traditional), universities, non-profit companies, and individuals. Foreign entities are also eligible if compliant with international law. There is no specific set-aside designation.

Evaluation Criteria

Solutions are assessed by a peer panel of government, industry, and academic Subject Matter Experts (SMEs) and rated as "awardable" or "non-awardable." "Awardable" solutions are placed in the Marketplace for 24 months. Evaluation criteria, detailed in Appendix B, include:

  • Problem You Solve (10%): Clarity and conciseness.
  • Solution (35%): Detailed description, scientific basis, alignment with strategic focus areas.
  • DoD Impact (15%): Operational impact and potential scale.
  • Differentiation (25%): Innovations and alternative technical approaches.
  • Pricing Model (10%): Business model and revenue streams.
  • Pitch Quality (5%): Clarity, persuasiveness, and presentation quality.
