Statement of Work (SOW) / Performance Work Statement (PWS)

To provide APHIS with a continuation of 11 licenses for the Whooster.com platform (or equivalent) to support critical investigative and analytical functions for the Smuggling Interdiction and Trade Compliance (SITC) program. This platform is essential for identifying violators, conducting pathway analysis, and protecting U.S. agriculture and natural resources.

• Supports SITC program functions including enforcement and pathway analysis.

• Query capabilities across personal, business, criminal, property, phone, and vehicle records using various identifiers.

• Retrieval of specific results including: comprehensive property records, criminal records, court records, assets, business bankruptcies and liens, professional licenses, business contact information, common residency, relatives, and neighbors.

• Social media intelligence across 98+ social media sites.

• Extensive email information and international phone identity data (150+ countries).

• Ability to query information related to specific results including: criminal records by state, social security number confirmation, death records.

• Batch search functionality for large analytical activities.

• Retrieval of information on domestic and international phone numbers, indicating phone line type.

• Real-time arrest feed updates.

• Comprehensive aggregated intelligence from 1,700+ data sources.

• Federal-compliant data protection and training support.

• Compliance with Section 508 of the Rehabilitation Act for all Electronic and Information Technology (EIT) products and services, including providing Accessibility Conformance Reports (ACRs) and ensuring compliance with WCAG Level A and AA standards.
• Compliance with Internet Protocol version 6 (IPv6) standards for all IT components, ensuring interoperability with IPv4 and providing technical support.
• Data acquired must be accessed and used in accordance with applicable laws, maintained in strict confidentiality in Federally approved secure locations, and accessed through Federal Government password-protected networks and VPNs.

The platform provides real-time investigative, analytical, and identity-resolution tools essential for APHIS's mission-critical functions, including SITC enforcement and pathway analysis.
