Scope of Work
The Army is seeking rapidly deployable, VTOL Platoon Level SUAS capable of autonomous reconnaissance, surveillance, and target acquisition, including target identification and communications relay in dynamic radio spectrum environments. Key requirements include:
- Compliance: NDAA for FY2020 Section 848, FY2023 Section 817, and American Security Drone Act of 2023.
- Performance: 30 minutes on-station endurance at 3km range with EO/IR payload, 3-8km LOS range, GPS-denied operation, obstacle avoidance, and operation in winds up to 15 knots.
- System Weight: Less than 19 lbs (including two AVs, GCS, batteries, charger).
- Interoperability: With Integrated Tactical Network (ITN) and Tactical Assault Kit (TAK)/Net Warrior Control.
- Payload: Must include EO/IR camera and support modular mission payloads.

Submission & Evaluation

The evaluation is multi-phased, including Whitepaper Assessment, Flight Demonstration, and Manufacturing Readiness Assessment (MRA), based on System Performance, Manufacturing Readiness, and System Pricing. Vendors should be available for a system demonstration 10+ days after selection notification.
Important Clarifications

Offerors must possess a Unique Entity ID, approved CAGE code, and a current NIST SP 800-171 DoD assessment. Solutions must not procure or use UAS or critical flight components manufactured in covered foreign countries (e.g., People's Republic of China).
