Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for the demolition and removal of the zip line located adjacent to the "Field of Dreams" playground at Joint Base Pearl Harbor Hickam.

• Primary Task: Remove all zip line equipment.

• Demolition Method: Equipment must be cut at the top of the footer or surface mount bolts and anchors removed.

• Preservation: Concrete footers, safety surfacing, and curbing must remain in place.

• Restoration: Reinstall foam/buffings underlayment as needed and patch turf surfacing to ensure a smooth, hazard-free site.

• Disposal: All demolished, scrap, and surplus materials must be removed from the installation and disposed of at the Contractor's expense.

• All work must be completed within 90 calendar days of contract award.

• Contracting Officer Authority: The Contracting Officer (CO) has sole authority for all contract changes, approvals, and payments.

• Materials & Labor: Contractor must provide all necessary materials, equipment, labor, supervision, and fuel.

• Transportation & Logistics: Contractor is responsible for all personnel and material transportation, housing, and food.

• Regulatory Compliance: Adherence to all NFPA, OSHA, EPA, and federal, state, and local regulations is mandatory.

• Site Compliance: Upon completion, the site must comply with the Installation Design Guide (IDG) and Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook.

• Digging Clearance: An approved AF Form 103 (Base Civil Engineering Work Clearance Request) is required before any digging.

• Submittals:

  • AF Form 3000 (Material Approval Submittal) required for all project submittals, submitted to the CO for signature.
  • Schedule Timeline submitted to the CO within 15 days of award, detailing major milestones.
  • Schedule updates provided to the 766 ESS and Project Program Manager for significant changes (over 5 business days).
  • Project invoice submitted via WAWF/PIEE within 30 days of project completion and inspection.
