Scope of Work

The contractor shall provide all personnel, equipment, tools, materials, and supervision necessary to perform the demolition and restoration. Key tasks include:

  • Zipline Removal: Remove all zipline equipment by cutting it at the top of the concrete footer or by removing surface mount bolts and anchors.
  • Preservation: Ensure existing concrete footers, safety surfacing, and curbing remain intact and undamaged.
  • Site Restoration: Reinstall foam/buffings underlayment to restore site integrity and patch specialized turf surfacing to provide a smooth surface completely free of tripping and fall hazards, in accordance with the Consumer Product Safety Commission (CPSC) Public Playground Safety Handbook.
  • Disposal: Remove and properly dispose of all demolished and scrap materials off the installation. The entire scope of work must be completed within 90 calendar days of contract award.

Submission Instructions & Evaluation

Interested firms are requested to complete the attached Capability Statement (Attachment 1). Responses should clearly demonstrate the firm's experience with precision demolition and specialized playground safety surfacing. The Capability Statement form requires details on:

  • Corporate Overview: CAGE Code/UEI, POC, Socio-Economic Status, Hawaii License #.
  • Technical Capability: Experience with precision demolition, playground surfacing, regulatory compliance, and base access/mobilization.
  • Past Performance: Two examples of similar projects (demolition, site restoration, or playground work) within the last 5 years.
  • Bonding & Finance: Aggregate and Single Project Bonding Capacity. Responses are limited to a maximum of five (5) pages and must be submitted in PDF or Microsoft Word format. Additional Notes

Adherence to all NFPA, OSHA, EPA, federal, state, and local regulations, as well as the Installation Design Guide (IDG) and CPSC Public Playground Safety Handbook, is mandatory. An approved AF Form 103 (Base Civil Engineering Work Clearance Request) is required before any digging.
