The government requires a Plot Combine with specific salient characteristics, including:

• Header: Hydraulic vertically adjustable reel, hydraulically driven cutting knife, underbody protection, unsplit auger, hydraulic drive reel, dividers, crop lifters, floating header with adjustable skid plates, header blow out system, and a width of 69 inches (1.75m).

• Cabin: Air ride seat, hydraulic steering, 4 cameras (rearview, weighing system hopper, cyclone, sieve area) with in-cab monitor, emergency shut-off, engine access, integrated controls, adjustments for threshing drum speed, wind speed, and engine diagnostics, and an outside box/bin storage system.

• Grain Tank: Minimum 23 bushel/800 liter capacity, minimum 8.5ft unloading height, hydraulic unfolding of unloading auger, tilt-back capability for cleaning, and a stepladder/platform.

• Threshing Drum: Minimum 13.5 inches diameter, 30 inches width, smooth-edged straw beating drum, electrically adjustable stepless threshing drum variator (200-1200 RPM), and mechanical reverse.

• Threshing Concave: 17mm spacing for peas, lentils, and chickpeas without requiring a change.

• Engine: Minimum 70hp (Tier 4 EPA standards), rotating dust separator, no DEF required, centrally located for stability, and platform for working.

• Ground Drive: 4-wheel drive with hydraulic differential lock, hydrostatic drive with two-speed options (0-12 mph), and wide tires (minimum 15" width).

• Cleaning System: 3-step system with shaker (minimum 19 ft²), double sieve system (minimum 22 ft² combined), adjustable sieve case height, tool-free sieve removal, adjustable middle sieve, roundhole bottom sieve (10mm/12mm), easily removable shaker, hydraulically driven cleaning fan (450-1800 RPM), and pneumatic conveying system.

• Crop Sample Weighing System: Collects weight, test weight, and moisture; Mirus Software preferred; accounts for slope/motion; allows subsampling in cabin; manual emptying of hopper; ergonomic subsampling system; slides out for maintenance; volume-based subsampling; volume adjustment up to 214 cu. inches; weigh scale calibration storage; dust-reducing box storage; joystick activation.

• Transport Requirements: 2 tie-down rings on front wheels and rear axle, weigh less than 8,300lbs, capacity to transport samples/grain, and length less than 200".

• Maintenance: Locally available filters/fluids, minimum belts, local repair capability, simple "electric over hydraulic" system.

• Safety: Must have OSHA Certification.

• Other: Minimum 2-day vendor training, 1-day weighing system training, on-site inspection, set up and delivery included, and a minimum 24-month warranty.

• Contract Type: Firm-Fixed Price contract is anticipated.

• Award: One award is intended.

• Submission: Quotes must be submitted electronically via email to frank.palmer@usda.gov no later than 10:00 am Mountain Daylight Time on Monday, April 20, 2026. No faxed or hard copy quotes are allowed.

• Evaluation: Award will be made to the responsible vendor whose quote is Lowest Price Technically Acceptable (LPTA). Technical capability will be evaluated as acceptable or unacceptable. Past performance will be evaluated as Acceptable, Neutral, or Unacceptable. Price will be evaluated for fairness and reasonableness.

• Documentation: Offerors must include descriptive literature demonstrating how their product meets or exceeds salient characteristics.

• This acquisition is set-aside for small business concerns.

• The North American Industry Classification Standard (NAICS) code is 333111, with a small business size standard of 1,250 Employees.

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• "Attachment 1 - Solicitation Terms and Conditions" contains applicable clauses, instructions, and evaluation criteria.

• "Attachment 2" contains the specifications for the Plot Combine.

• Payment will be made via the Department of the Treasury Invoice Processing Platform (IPP.gov).
