This document outlines the terms and conditions for a Blanket Purchase Agreement (BPA) with a five-year term. The government will initiate Requests for Quotes (RFQs) for supplies, and vendors will have one business day to respond. Awards will be made to the lowest priced offer that conforms to the RFQ, unless otherwise specified.

• Vendors must deliver supplies in accordance with BPA Call/purchase order terms.

• Pricing must be as low as or lower than the vendor's most favored customer for comparable quantities and terms.

• Individual calls placed under this agreement shall not exceed the Simplified Acquisition Threshold.

• Delivery terms will typically be F.O.B. Destination, but F.O.B. Shipping Point may be agreed upon.

• Vendors must be registered in the System for Award Management (SAM) and possess a valid CAGE Code.

• Export Control Laws may apply to drawings; vendors must possess a valid DD Form 2345 to receive export-controlled drawings.

• BPA Master Dollar Limit: $4,999,999.00 for five (5) years.

• BPA Call Limit: Individual calls shall not exceed the warrant authority of the purchaser, with a maximum of $250,000 per call.

• Period of Performance: To be identified at the time of call.

• RFQs will be posted on the applicable procurement site.

• Vendors have one (1) business day (or as specified in RFQ) to submit offers.

• Award will be made to the lowest priced offer conforming to the RFQ, unless otherwise stated.

• Registration in SAM and a valid CAGE Code are required.

• Payment will be made via P-Card or Wide Area Workflow (WAWF).

• DD Form 250 must be signed/approved by the Government prior to P-Card charges.

• Detailed invoices are required for payment.

• Unpriced BPA calls are strictly prohibited.

  • General Information: Contains request details, delivery/shipping information, and vendor-specific fields.
  • Bidding Requirements: Outlines specific requirements for the solicitation.
  • Buy Terms: Details the terms applicable to the solicitation, including SAM registration, MILSTRIP procedures, export control, and evaluation criteria (lowest price, technically acceptable, exact match).
  • Line Item Input: Lists the specific items requested by the government, requiring vendors to populate Seller Description, Delivery Days, and Unit Price.
• Bid Submission: Bids are submitted by completing the Line Item Input tab, saving the Excel file, and replying to the original solicitation email.
• Question Submission: Questions should be submitted by replying to the original solicitation email.
• Award Notification: The buyer will contact the vendor directly if their bid is the lowest and technically acceptable.
