Scope of Work
This BPA aims to provide cost-effective, rapid-response maintenance for USACE Pittsburgh District facilities, including 22 navigation locks and dams, 16 multi-purpose flood-damage reduction reservoirs, a remote operations site, and a maintenance/repair facility across Pennsylvania, Ohio, and West Virginia. Work may also extend throughout the Lakes and Rivers Division.
Services will be requested via individual "Calls" and may include, but are not limited to:
- Interior and exterior plumbing repairs and installation (water and sewage systems).
- Sewage lift station system repairs, servicing, and installation.
- Underground water and sewer line leak detection, trenching, excavation, cleaning, and inspection.
- Repairs, servicing, installation, and related electrical services for natural gas, propane, and electric water heaters.
- Heating, ventilation, and air conditioning (HVAC) repairs, servicing, installation, and related electrical services (including forced air, infrared, boilers, unit heaters, heat pumps, and mini-split systems).
- HVAC controls and thermostat repairs.
- Ductwork repairs, servicing, installation, and cleaning.
USACE is considering either a single regional BPA or dividing the district into northern and southern areas. A spreadsheet detailing proposed locations is attached, and comments on coverage areas are welcomed.

Response Requirements
Interested contractors should submit the following by the due date:
- A positive statement of intent to submit a bid/proposal as a prime contractor, including how the 75% subcontracting requirement would be met and how subcontractors would be selected.
- A capability statement detailing relevant construction experience (similar size/scope/complexity), trades involved, and percentage of work self-performed vs. in-house.
- Dated certification/registration evidencing SB, 8(a), HUBZone, WOSB, EDWOSB, and/or SDVOSB participation.
