Quick Summary
The Indian Health Service (IHS), Phoenix Area Office, is soliciting proposals for a Single-Award Blanket Purchase Agreement (BPA) to procure Pluralsight licenses for Information Technology (IT) workforce training and professional development. This requirement is exclusively set aside for Indian Small Business Economic Enterprises (ISBEE) under the Buy Indian Act. The BPA will have a five-year term, with firm-fixed price calls. Proposals are due March 8, 2026.
Scope of Work
The IHS requires enterprise-level Pluralsight "Everything" licenses to support IT staff training within the Phoenix Area Office. This includes full access to Pluralsight Skills and A Cloud Guru (ACG) courses, hands-on labs, sandbox environments, certification practice exams, and interactive coding courses. The scope also covers provisioning licenses via a centralized administrative dashboard, providing tools for managing user access and monitoring utilization, ensuring user transition and continuity (preserving training history), offering user instructions and support, and providing comprehensive reporting capabilities. The requirement is brand-name specific due to Pluralsight's unique proprietary assessment methodologies (Skill IQ, Role IQ) and the need to maintain historical user analytics and benchmarking data.
