This document is a Call for Solutions (CFS) issued under Commercial Solutions Opening (CSO) procedures to solicit concise Solution Briefs for innovative commercial technologies. The objective is to modernize the Army's five SAP-based Defense Business Systems through Low-Code/No Code (LCNC) and software modernization solutions. This effort aims to improve operational efficiency, enhance data visibility, and reduce sustainment costs across the Army's business mission areas.

• Proposed solutions must support both non-transactional (e.g., data analytics) and transactional functions (e.g., financial transactions).

• Solutions must align with Army Chief Information Officer LCNC Development Guidance and the Army Unified Data Reference Architecture (UDRA).

• All solutions must be hosted within or directly connected to the cArmy 2.0 cloud environment.

• Approved platforms include Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow.

• Solutions must address one or more of the following four Areas of Interest (AOIs):

  • Ammunition: Enterprise ammunition management system for end-to-end visibility.
  • Logistics: Modernize Army logistics and end-to-end supply chain management.
  • Finance: Modern, integrated, and auditable financial management solution.
  • Personnel: Modernize Army human resources operations for a secure, authoritative data environment.

• Solutions performing financial transactions must be auditable in accordance with DoD 7000.14-R.

• The Government may award a FAR Part 12, Firm-Fixed-Price (FFP) type contract(s) or award an Other Transaction(s) (OT).

• Solution Brief Due: 30 June 2026, 12:00 PM Central Standard Time.

• Submissions are to be sent via email only to the specified submission mailbox.

• The submission process involves up to three phases: Solution Brief, Pitch Session (optional), and Solution Proposal (RSP).

• Evaluation criteria for Solution Briefs include Technical Merit, Schedule, ROM (Rough Order of Magnitude), and IP (Data Rights).

• Companies are responsible for monitoring SAM.gov for amendments.

• Resellers and academic research proposals are not desired.

• Companies must have a Unique Entity ID (UEI) and be registered in SAM.

• Companies holding Enterprise Agreements (EA)/Enterprise Contracts (EC) with the Army or DoD must identify and propose IAW those existing agreements.

• Non-Government advisors may be used in the evaluation process; companies must sign NDAs with them if applicable.

• Companies must perform an Organizational Conflict of Interest (OCI) analysis.

• Appendices include current Army ERP Systems, References, and Approved Products List (APL).

• Post-Event Information: The slide deck and any amendments will be posted to SAM.gov after the event. Bidders are advised to monitor SAM.gov for updates and official documentation.
• Distribution: The document is approved for Public Release with unlimited distribution.

This document, Appendix A, is an "Affirmation of Business Status Certification (ABSC)". It requires every significant participating entity in an opportunity to complete a table and provide a signature to represent their certification.

• Entity Information: Requires Legal Entity Name, Industry Size Standard for NAICS, SAM UEI No., CAGE Code, Tax Identification No., Active SAM Registration status, Address, and POC Name/Title/Phone/e-mail.
• Business Status Certification: Entities must select one of three categories:
  • A Nontraditional Defense Contractor (NDC) or Nonprofit Research Institution (NRI).
  • All significant participants are small businesses or nontraditional defense contractors.
  • At least one-third of the total cost is paid by non-Federal Government sources (cost share).
• Explanation for 10 USC 4022(b)(d) Participation: If an entity selects the NDC/NRI option, they must provide an explanation of how their participation is significant, referencing specific factors (e.g., supplying new technology, material increase in performance, cost reduction). This section also requires the total estimated cost and percentage of NDC/NRI contribution.
• Signature Block: Requires Signature, Printed Name, Title, and Date.

This form is crucial for bidders to understand the required business status certifications for all participating entities, particularly for the Prime Offeror. It outlines the criteria for defining Nontraditional Defense Contractors (NDCs) and requires specific explanations and cost details if NDC/NRI participation is significant. Bidders must ensure all entities involved complete this form accurately and provide the necessary supporting information as part of their proposal submission.
