Approved development platforms include Appian, Army Vantage, Palantir, PowerApps, Salesforce, SAP, and ServiceNow. Solution Briefs are due June 30, 2026, at 12:00 PM Central Standard Time.
Scope of Work
The Army is looking for solutions that address one or more of four key Areas of Interest (AOIs):
- Ammunition: Enterprise ammunition management for end-to-end visibility.
- Logistics: Modernization of Army logistics and end-to-end supply chain management.
- Finance: Development of modern, integrated, and auditable financial management solutions.
- Personnel: Modernization of Army human resources operations for a secure, authoritative data environment. Solutions performing financial transactions must be auditable in accordance with DoD 7000.14-R.
Contract Details
This CFS is issued under Commercial Solutions Opening (CSO) procedures. The Government may award FAR Part 12 Firm-Fixed-Price (FFP) contracts or Other Transaction(s) (OT). There is no specific set-aside for this opportunity, indicating full and open competition. Companies must have a Unique Entity ID (UEI) and be registered in SAM. Resellers and academic research proposals are not desired. Companies with existing Enterprise Agreements (EA)/Enterprise Contracts (EC) with the Army or DoD must identify and propose in accordance with those agreements.
Submission & Evaluation
Solution Briefs are due via email only by June 30, 2026, 12:00 PM Central Standard Time. The submission process involves up to three phases: Solution Brief, an optional Pitch Session, and a Solution Proposal (RSP). Evaluation criteria for Solution Briefs include Technical Merit, Schedule, Rough Order of Magnitude (ROM), and Intellectual Property (IP) Data Rights.
A Virtual Industry Day is scheduled for June 17, 2026, from 11:00 AM – 12:00 PM Eastern Time, providing an overview of objectives, requirements, and the submission process. Questions for the Industry Day must be submitted 24 hours prior.
All significant participating entities, especially for Nontraditional Defense Contractors (NDCs), must complete Appendix A, "Affirmation of Business Status Certification (ABSC)." Bidders are advised to monitor SAM.gov for any amendments or post-event information.
