Title: PMA-281 Hardware (HW) and Software (SW) Development and Sustainment Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract.
Background: The scope of the PMA-281 Hardware and Software Development and Sustainment Multiple-Award IDIQ contract includes development, integration, test and evaluation, deployment/delivery, modifications, and operations/sustainment of hardware and software products supporting both PMA-281 domestic and Foreign Military Sales (FMS) programs. Supported PMA-281 product lines span ten (10) supported programs from ACAT-II to ACAT-IV, and also include AAP, Non-ACAT, and Pre-ACAT efforts. Contract deliverables may include, but are not limited to: feasibility studies, hardware and software designs, analyses, technical/programmatic documentation, hardware and software development/fabrication, hardware and software code delivery/deployment, engineering change proposals to existing products, training documentation and products, help desk support hardware and software correction of deficiencies, and operations and sustainment products.
To support this requirement, NAVAIR intends to compete this effort as a full and open competition. This effort will be formally solicited under one Request for Proposal, which will result in a multiple award contract. Delivery Orders will be competed amongst the awardees for specific program requirements within the scope of the contract(s).
NAVAIR intends to conduct an Industry Day session on 13 June 2019 at the University System of Maryland formerly known as Southern Maryland Higher Education Center in California, Maryland. The purpose of this industry day is to provide our industry partners an avenue to learn about PMA-281 product lines and to collect any written questions that prospective offerors may submit through the course of the industry day. Note: The Government will not be conducing one-on-one sessions to prospective offerors.

Attendance on Industry Day is not a requirement and in no way affects any company from submitting a proposal in response to any forthcoming solicitations. The Industry Day for this requirement will only address information related to the PMA-281 IDIQ/MAC. Further, prospective offerors do not have to attend the industry day in order to obtain presentation materials or submit questions. All information presented at the industry day will be made available to prospective offerors via the internet at https://www.fbo.gov, where questions can also be submitted electronically. The PMA-281 IDIQ/MAC will be listed under N00019-19-R-0040.
The Industry Day e-mail responses must include a subject line titled: "PMA-281 IDIQ/MAC Industry Day Registration".

Additional Industry Day information including directions, required documents, agenda, questions forms, and ground rules will be provided by e-mail to those firms who RSVP as instructed above. Due to space limitations, no more than three (3) representatives from each potential offeror will be permitted to attend the Industry Day. Registration will be closed at full capacity of 150 seats.
On the Industry Day, opening remarks will commence at 1315 hours, 13 June 2019, with CAPT Paul Mitchell, PMA-281 Program Manager. This brief will be followed by members of the program team presenting acquisition, technical, and contracting strategy.
The final date to submit advanced questions regarding the Draft Solicitation will be: 1400 hours, 3 June 2019 via e-mail, to Holly Alemar at holly.alemar@navy.mil. E-mails MUST contain the following in the subject line: "Q&A for PMA-281 IDIQ/MAC Industry Day". Telephone inquiries will not be accepted. Additional question forms will be provided at Industry Day.
The slides presented at Industry Day will be posted to FedBizOpps approximately 1 day after Industry Day.
