Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for replacing the existing HVAC systems in Building 6 and Building 8 at the Omaha Veterans Affairs Medical Center (VAMC) with new, more efficient systems that meet current A2L refrigerant requirements. Additionally, a new mini-split system will be installed in the basement of Building 6 for mechanical room cooling.

Building 6:

• Demo and remove existing Air-Cooled Condensing Unit (ACCU) and disassemble AHU to remove coil.
• Recover and dispose of refrigerant per EPA regulations.
• Install a new Daikin Applied Dual-Circuit Air-Cooled Condensing Unit (R-410A refrigerant).
• Install a new Daikin Applied Dual Circuit Evaporator Coil compatible with the existing McQuay AHU.
• Reassemble AHU, furnish and install new insulated copper line sets, charge the system with R-410A refrigerant, and perform leak testing.
• Install a 3-ton mini-split wall-mounted unit with inverter-driven technology in the basement mechanical room, ensuring it can turn down to 20% for part load conditions.

Building 8:

• Demo existing AHU and condenser unit, isolate and drain associated fluids.
• Recover and dispose of refrigerant per EPA regulations.
• Install a new Daikin Applied Vision Air Handling Unit (AHU) with R-454B DX Coil, meeting specific efficiency and construction requirements.
• Install a new Lennox 12.5 Ton Dual-Circuit Air-Cooled Condensing Unit (R-454B refrigerant).
• Furnish and install new insulated copper line sets, steam actuator, and zone actuator.
• Modify ducting, steam, and condensate piping to accommodate new equipment.
• Charge the system with R-454B refrigerant, pull vacuum, and perform leak testing.

General:

• Verify building automation system interfaces correctly with new equipment.

• Install proper drain pans and traps for new evaporator coils.

• Inspect mixing dampers and separation between hot and cold decks.

• HVAC systems must achieve minimum efficiency ratings specified by the manufacturer.

• Systems must operate with a minimum uptime of 99%.

• Maintain indoor temperature within the specified range of 68-76°F.

• All work must comply with applicable federal, state, and local laws, ordinances, criteria, rules, and regulations, including USACE EM 385-1-1, 29 CFR 1926, NFPA 70, NFPA 70B, NFPA 70E, and others.

• The contract Period of Performance is 120 calendar days from a formal Notice to Proceed.

• Construction Location: Omaha VA Medical Center, Building 6 and Building 8, Omaha, NE 68105.

• Safety: Comprehensive safety program including Preconstruction Risk Assessment, Infection Control Risk Assessment, compliance with OSHA standards, and a "Competent Person" on-site.

• Personnel: General contractor must provide an OSHA "Competent Person" with 3+ years of experience and OSHA 30 certification. All contractors require OSHA 10 certification. HVAC technicians need EPA 608 certification and/or NATE certification.

• Training: Contractor must provide comprehensive training to VA personnel on the new HVAC systems.

• Documentation: Provide user manuals, warranty information, and maintenance recommendations.

• Warranty: Contractor must provide a warranty as stated in the scope of work and conduct warranty reviews at 6 and 11 months post-completion.

This solicitation is for the replacement of the HVAC system in Building 6 & 8 at the VA Nebraska Western Iowa Health Care System (VANWIHCS) in Omaha, NE. The contractor shall provide all necessary tools, materials, equipment, labor, and supervision.
