Technical Requirements & Compliance
Bidders must be prepared to:
- Utilize Government-supplied software (MIDAS) on appropriate Portable Data Recorders (PDRs) and personal computers (Attachment 6).
- Ensure all employees are trained for remote conditions and natural hazards.
- Minimize the spread of exotic and invasive species.
- Participate in a mandatory crew orientation training session.
- Certify Crew Leaders (maximum of three initially) who meet specific education and experience requirements.
- Sign a Non-Disclosure Agreement (Attachment 3) to protect confidential plot location data.
- Adhere to the detailed methodologies and data collection protocols outlined in the "Forest Inventory and Analysis Field Guide, Volume I: Field Data Collection Procedures for Phase 2 Plots, in Alaska, Version 9.5" (Attachment 11).
- Comply with the Wage Determination (Attachment 10) for minimum wage rates and fringe benefits in the specified Alaska boroughs.
