Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing consumable supplies and shop operating materials for depot maintenance operations at the Ogden Air Logistics Complex (OO-ALC) at Hill Air Force Base, Utah, and its Geographically Separated Units (GSUs). The scope may be expanded to include support for expanded depot operations within a 30-mile radius of Hill AFB.

• Procure, stock, and manage consumable supplies and shop operating materials for Government-owned Point of Use (POU) Consumable machines and through nonstock requests.

• Items are to be sourced from industrial product/material type catalogs and identified in the Market Basket (MB).

• Contractor shall ensure all procured items are manufactured or "substantially transformed" in the United States or a TAA "designated country".

• Manage POU Consumable machines, including inventory adds, deletes, and changes, and maintain machine cleanliness and preventative maintenance.

• Distribute items from POU machines or via nonstock orders.

• Contractor shall restore stock levels to maximum within one (1) business day.

• Stock POU machines with new MB items within ten (10) business days of notification.

• Stock POU machines with MB items within five (5) business days of notification.

• Purge and replace expired items within one (1) business day.

• Remove non-TAA compliant items within one (1) business day.

• The SOW is dated April 30, 2021, with an end date of September 19, 2025.

• Performance includes OO-ALC at Hill AFB, Utah, and specified GSUs (listed in Appendix E).

• Contractor shall use Government-supplied software for POU machines (e.g., AutoCrib Network).

• Compliance with safety, fire protection, and health specifications is required.

• Contractor employees must wear Government-issued ID badges.

• Specific security requirements, including base access and potential National Agency Checks (NAC), are detailed.

• A transition period of 30-90 days is required for orderly transition from the incumbent.

• A phase-out plan is required 90 days prior to contract conclusion.

• A Quality Assurance/Quality Control Plan (QCP) is required.

• Compliance with OSHA and other applicable laws and regulations is mandatory.

• IAW 52.208-9, is the proposed item on the Procurement List: Offeror must indicate Yes/No if the item is on the Procurement List (mandatory source).

This document is a Sources Sought notice requesting information from interested parties regarding their capability to provide Point of Use (POU) Consumable machines and related services. The government is seeking to identify potential sources for this requirement.

• Proposed transition plan for POU consumable machines (over 250) to ensure minimal downtime during contract transition (transition-in and transition-out).

• Ability to provide Trade Agreements Act (TAA) compliant items listed in the Market Basket (Exhibit C).

• Current registration in SAM and WAWF.

• Prior experience providing similar support, particularly for the Department of Defense.

• Comments on the suitability of NAICS code 332510, or suggestions for an alternative NAICS code.

• Responses should be limited to no more than 4 pages.

• Interested parties are encouraged to provide supporting documentation for their business's capabilities.
