Quick Summary

The Department of the Air Force, Air Force Reserve Command (AFRC) has issued a Request for Information (RFI) for a Program Objective Memorandum (POM) Strategic Prioritization Tool and Training. This RFI is for market research purposes only to assist with planning and potential procurement of a robust, data-driven software tool. Responses are due by May 4, 2026, at 8:00 AM EST.

Purpose & Scope

This RFI seeks industry input to refine the scope, structure, and terms of a potential future solicitation. The Government is looking for a tool that provides objective, defendable, and clean strategic prioritization data for the POM process, supporting senior leaders' programming decisions. The tool must serve strictly as a decision-support system and will not perform inherently governmental functions.

The capability sought is a robust data-driven software tool designed to evaluate and prioritize strategic assets. Key performance objectives include:

  • Data Quality & Hygiene: Ensuring integrity and cleanliness of strategic prioritization data.
  • Asset Valuation: Accurately identifying and assigning value to tangible assets and asset classes (missions).
  • Intangible Asset Assessment: Facilitating objective assessment and opportunity cost evaluations for intangible assets using transparent statistical models.
  • Bias Mitigation: Actively mitigating bias from data ingestion and prioritization processes.
  • Training & Sustainment: Providing comprehensive training and user manuals for Government personnel to operate, manage, and update the tool independently.

Performance locations include the Pentagon, HQ AFRC at Robins AFB, Georgia, and the contractor’s facility. Operating constraints involve Cybersecurity Maturity Model Certification (CMMC), personnel and facilities clearances, and IT infrastructure & interoperability.
