This document outlines the technical and quality requirements for the procurement of women's black poromeric dress shoes. It incorporates by reference the DLA Master List of Technical and Quality Requirements and specifies requirements for inspection, acceptance, packaging, packing, and marking.

• Item Description (Section C): Women's black dress shoes with a poromeric upper, plain toe oxford style. The outsole and heel must be polyurethane and oil-resistant. Features include a removable cushioned insert with heel and arch support, and a breathable lining. Each shoe requires an indelible label with American sizing information.

• Material Requirements: The fabric for the removable cushion insert and the breathable lining for the non-woven cloth must be domestically produced.

• Performance Requirements:

  • Martindale Abrasion (Fabric Only): Pass, no holes after 153,600 revolutions / 9,600 cycles (min) per ASTM 4966.
  • Bursting Strength (Fabric Only): 125 (min) per ASTM 3787.

• Bar Code Label/Hang Tag: Each pair must be bar-coded with a 13-digit National Stock Number (NSN) and a 12-digit UPC. The bar code must be legible, readable by scanner, medium to high density, and visible when folded or packaged without causing damage.

• Inspection and Acceptance: At Origin (RQ009).

• Packaging, Packing, and Marking (Section D):

  • Unit packaging: One-piece style set up box (fancy, not plain) with tissue or kraft paper separation. Company name or logo may be added.
  • Packing: Six (6) pairs of shoes per fiberboard shipping container (Type CF, Grade 275) per ASTM D5118/D5118M, with closure per ASTM D1974. Unit packs placed on end with label visible. Each container holds one NSN and UPC.
  • Palletization: Required. Palletized loads must contain only one NSN and UPC to the maximum extent possible. Pallet dimensions not to exceed 43" L x 52" W x 54" H (including pallet). Must use approved commercial bonding materials. Metal banding discouraged.
  • Wood Packaging Material (WPM): Must meet ISPM 15 requirements for international trade.
  • Marking: Unit packs and exterior containers marked per standard commercial practices, including item name, NSN, UPC with bar code, contract number, size, width, and "MADE FOR DLA-TROOP SUPPORT". Depot shipments per MIL-STD-129, including RFID.

• Quality Assurance Provisions: Contractor must ensure items are free of consumer-type defects. Component testing is required for the first three lots of component materials. Subsequent lots require a Certificate of Compliance. Government reserves the right to draw samples for testing.

• Sampling for Visual Inspection: In accordance with Inspection Level II, AQL 2.5 of ANSI/ASQC Z1.4, 1993.
