Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable restroom services to accommodate student overflow during the Strategic Leaders International course at the Special Boat Training Command, Stennis Space Center, MS.

• Provide a 10-station portable trailer restroom service.

• Restrooms must be equipped with vertical water holding tanks, HVAC, lights, sinks, urinals (men), toilets, vanities, mirrors, waste receptacles, paper towel holders, and soap dispensers.

• Weekly refilling of paper towels and soap dispensers is required.

• Specific configurations: Men's room (2 stalls, 3 urinals, 2 sinks); Women's room (5 stalls, 2 sinks).

• Waste tanks must be emptied/pumped out twice weekly or as needed.

• Trailers must have secure tie-downs.

• Contractor must be available 24/7 for emergency services, equipment failure, replacement, or maintenance, including pump-outs.

• Location: Special Boat Training Command, Stennis Space Center, MS.

• Period of Performance: 12 months from contract award, with four (4) 12-month option periods.

• Electrical and water will be provided by the Command.

• All work and personnel must comply with applicable laws and regulations.

• Contractor is responsible for all labor, materials, management, quality control, material-handling, set-up, and clean-up.

• A 72-hour notification is required prior to delivery, including the delivery person's name, email, phone number, and a copy of their driver's license for base access. This notification must come directly from the employing company.

• Point of Contact (POC) is to be determined (TBD).

Solicitation / RFP / RFQ

This is a combined pre-solicitation/solicitation for commercial products or commercial services for a Special Boat Training Command Bathroom Trailer. This announcement is the only solicitation and is not a set-aside for small business concerns.

• Provision of a Special Boat Training Command Bathroom Trailer.

• The services are to be provided over multiple 12-month periods of performance, with options for up to four additional years.

• Pricing Arrangement: Firm Fixed Price.

• Period of Performance: Base year from June 8, 2026, to June 7, 2027, with option periods extending through June 7, 2031.
