• System for Award Management (SAM) Registration: Offerors must have an active SAM registration at the time of offer submission and award. This includes providing a Unique Entity Identifier (UEI), Taxpayer Identification Number (TIN), and Commercial and Government Entity (CAGE) code.

• Representations and Certifications: Offerors must submit various entity-level representations and certifications, many of which are incorporated by reference through SAM registration. These include certifications related to women-owned businesses, inverted domestic corporations, delinquent tax liability, felony convictions, and small business programs.

• Prohibitions and Exclusions: The document details prohibitions related to contracting with inverted domestic corporations, entities with delinquent tax liability or felony convictions, and specific restrictions on covered telecommunications equipment and services, Kaspersky Lab-covered articles, and FASC-prohibited unmanned aircraft systems. It also outlines restrictions related to Iran and Sudan.

• Payment and Invoicing: Instructions for invoice submission are provided, including required information such as contract number, UEI, CLINs, and submission to the Invoicing Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Coast Guard requires a Commercial-Off-the-Shelf (COTS) portable battery generator system to provide a dependable and transportable power source for various electronic devices in diverse operational environments.

The contractor shall provide a complete, new, and fully operational Portable Battery Generator System, including all necessary components and accessories.

• Battery Chemistry: Lithium-based (e.g., LiFePO4, Li-NMC).

• Internal Storage: Minimum of 2000 Watt-hours (Wh).

• Expandability: Modular and expandable to at least 8000 Wh with compatible modules.

• AC Power Output: Minimum of four (4) 120V/20A outlets and one (1) 120V/30A outlet.

• DC Power Output: Minimum of one (1) 12V DC automotive-style outlet and one (1) 48V DC RV-style outlet.

• USB Connectivity: Minimum of two (2) USB-A ports.

• Environmental Durability: Rated to IP65 (protection against dust and low-pressure water jets).

• Physical Protection: Power and charging ports must have attached, close-fitting covers.

• Charging Methods: Must support charging via standard AC wall outlets and DC power sources (e.g., vehicle, solar). Necessary AC/DC charging cables must be included.

• Warranty: Minimum one-year manufacturer's warranty.

• CLIN 0001: Portable Battery Generator System (30 units)

• CLIN 0002: All necessary AC and DC Charging Cables (30 units)

• CLIN 0003: User manual (30 units)

• Anticipated Delivery Date: 01 May, 2026.

• Delivery Address: Constellis, C/O Coast Guard Bldg 113, RAS-PEO, 850 Puddin Ridge Road, Moyock, NC. 27958.

Government will perform visual review and functional testing.

Contractor shall package according to standard commercial best practices. Shipping labels must clearly reference the Contract Number and delivery address.

Solicitation / RFP / RFQ

This is a Request for Quote (RFQ) issued by the United States Coast Guard (USCG) Office of Contracting and Procurement Robotics and Autonomous Systems (CG-RAS-C) for commercial products. The acquisition is a Small Business set aside.

• Vendors must submit a quote for items listed in Attachment 1-SOW.

• The quote must include all items required by the SOW, delivery to the specified destination, and all discounts.

• Quoted items must demonstrate meeting all requirements outlined in sections 4.0 through 6.0 of Attachment 1 – SOW.

• NAICS Code: 335910

• Business Size Standard: 1,250 Employees

• Product Service Code (PSC): 6140 – Batteries, rechargeable.

• Delivery: FOB destination to Constellis, C/O Coast Guard Bldg 113, RAS-PEO, 850 Puddin Ridge Road, Moyock, NC. 27958.

• Submission Deadline: April 20, 2026, 1:00 PM EST via email to SMB-COMDT-LST-CG-RAS-Contracts@uscg.mil.

• Email Subject: Must include company name and RFQ number.

• Quote Content: Must include Quotation Number, Date, Company Name, Address, Phone Number, Unique Entity Identifier, Business size, Point of contact for PO acceptance (Phone and Email), Specifications demonstrating SOW compliance, Unit Price, Total Price (inclusive of SOW items, delivery, and discounts).

• File Size Limit: 5 megabytes total. Compressed or zipped files will not be accepted.

• Evaluation Method: Award will be made to the lowest priced quote that is technically acceptable. Only the lowest priced quote will be evaluated for Technical Acceptability. If unacceptable, the process continues with the next lowest priced quote.

• Technical Acceptability: Evaluated based on the offeror's ability to provide new manufactured commercial items specified in Attachment 1-SOW.

• This RFQ is a Small Business set aside.

• An active Federal Government contracts registration in the System for Award Management (SAM) is required.

• DPAS is not applicable.
