Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Air Force (AFLCMC/ROU Automated Test Systems Division) at Robins AFB, GA, is conducting a Sources Sought / Request for Information (RFI) for the production and depot-level repair of the AN/PLM-4 Radar Signal Simulator (RSS). This market survey aims to identify qualified sources, including both large and small businesses, with the expertise and capabilities to meet these requirements. The government does not own proprietary data for the AN/PLM-4, with Symetrics Industries (dba Extant Aerospace) identified as the OEM. Responses are due by February 13, 2026.
Scope of Work
The AN/PLM-4 RSS is a portable emitter simulator designed to radiate two simultaneous signals from 0.5 to 40 GHz RF, used for testing Radar Warning Receivers, Electronic Surveillance Measures, and Electronic Countermeasures systems on various Air Force aircraft.
Key capabilities required for the AN/PLM-4 RSS include:
- RF signal emission from 500 MHz to 40 GHz.
- Multiplexing at least eight RF emitters.
- Antenna Bandwidth of at least 20 degrees.
- Single-person portability and all-weather operation.
- Ability to generate complex emitters with a threat library on removable media.
Services sought encompass:
- Production: New AN/PLM-4 RSS units, including High Power versions and variants with Millimeter Wave and Emitter Multiplex options. Estimated future production is 1-50 units annually for FY27-32.
- Depot-Level Repair: Troubleshooting, disassembly, inspection, calibration, minor paint repair, corrosion control for failed AN/PLM-4 RSS units.
- Support Services: Analysis, problem investigation, resolution, validation, maintenance, software support, failure reporting, obsolescence forecasting, training, cybersecurity, engineering support, and integration testing.
The period of performance is anticipated to be five years from the date of award, with performance at the contractor's facility.
Submission & Evaluation
Interested parties must submit documentation detailing their company's capabilities, experience, and expertise relevant to the production and repair of the AN/PLM-4 RSS. Companies lacking direct experience should outline how they would overcome this, such as through teaming or subcontracting arrangements. Respondents are also encouraged to identify any work areas suitable for Small Business set-aside.
A detailed Contractor Capability Survey is provided, requesting information on company details, general business information, technical capabilities (e.g., design/development of simulators, experience with RWR/ESM/ECM systems, data package ROM, calibration), business practices (e.g., quality certifications, warranty, subcontracting plans), and commerciality.
This RFI is for market research purposes only and will help determine the potential for set-aside.
