Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the sole-source award of a new Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Contractor Logistics Support (CLS) for the Portable Doppler Radar (PDR) AN/TMS-2 systems. The contract is intended to continue services currently provided by EWR Radar Systems, Inc. due to their unique expertise and the potential for significant duplication of costs, unacceptable interruption of critical system support, and performance degradation if a new vendor were selected.

• Contractor Logistics Support (CLS) for 48 AN/TMS-2 PDR systems.

• Support for technical refreshes, component obsolescence, and diminishing sources for replacement parts.
