• Pricing is to be stated in Japanese Yen. The USD-Yen exchange rate is subject to change based on annual enacted rates.

• Delivery will be to various military installations in Okinawa, Japan, as requested on individual call order.

• The solicitation number is FA527026QA017.

• The quote must be valid for 90 days from issuance.

• The North American Industry Classification System (NAICS) code is 562991 (Septic Tank and Related Services).

• The Product Service Code (PSC) is W085 (Lease or Rental of Equipment-Toiletries).

• Offerors must be registered in the System for Award Management (SAM) to be considered for award.

• Quotes must be submitted via email to Ms. Ava Sabado or Ms. Rose Napolitano by 12 June 2026, 11:00 AM Japan Standard Time (JST).

• Late quotes may not be accepted.

• Failure to quote on all line items/CLINs will render the quote unacceptable.

• Questions or inquiries must be submitted via email no later than 20 May 2026, 11:00 AM JST.

• No specific set-aside is mentioned; however, SAM registration is required.

• This solicitation includes several attachments: Price List, PWS Cleaning, Clauses and Provisions, BPA Terms and Conditions, and Past Performance Information.

• Information regarding service acceptance or point of acceptance can be found in the incorporated 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (JAN 2023).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing pump out and cleaning services for non-flushing portable latrines and hand wash stations at U.S. Army and U.S. Air Force installations in Okinawa, Japan.

• Pump out and Cleaning: The contractor shall pump out, thoroughly clean, and disinfect rental non-flushing portable latrines and hand wash stations according to government-specified frequencies and locations. The government will provide water when available; otherwise, the contractor must supply water.

• Resupply & Refill: The contractor shall resupply toilet paper for latrines and refill hand soap, towel paper, and water for hand wash stations upon request, ensuring timely replenishment to prevent shortages. The government will provide water for refills when available; otherwise, the contractor must supply it.

• Disposal of Wastewater: The contractor is responsible for disposing of all wastewater in compliance with all applicable Interstate, Federal, State, and Local laws, regulations, and environmental protection requirements. The contractor must provide and maintain the Waste Material Disposal services and Collection/Transportation Permit.

• Cancellation: The government may cancel services prior to or during provision. Payments will be made only for services rendered on-site.

• Pumping Out and Cleaning of non-flushing portable latrines and hand wash stations: 100% of the time.

• Resupply & refill of non-flushing portable latrines and hand wash stations: 95% of the time.

• Disposal of waste water: 100% of the time, in accordance with laws & regulations.

• Period: 1 October 2026 – 30 September 2031 (Performance Period is TBD for days).

• Locations: Torii Station, Naha Port, Kuwae Tank Farm 1 & 2, Chimuwan Tank Farm 1, 2 & 3, White Beach Tank Farms, Bolo Point, and Fort Buckner, Kadena Air Base, Camp Foster, Camp Futenma.

• Government Furnished Property and Services: None.

• Quality Control: Contractor must implement a quality control plan to ensure services meet contract requirements and performance thresholds.

• Quality Assurance: Government will periodically evaluate performance via a Quality Assurance Personnel (QAP).

• Security Requirements: Contractor employees require ID passes/badges/vehicle stickers for base access. Background checks may be conducted. Specific procedures for obtaining passes for Kadena Air Base and Army/US Air Force facilities are detailed.

• Physical Security: Contractor is responsible for safeguarding government property. Damaged property must be repaired or replaced within 5 working days.

• Hours of Operation: Normal hours are Monday-Friday, 0600-1800. Work may be required on weekends, holidays, or extended hours.

• Environmental Controls: Compliance with Japan Environmental Governing Standards (JEGS) and other applicable laws is required. Spills must be reported immediately.

• Safety Requirements: Contractor must conform to safety requirements, including OSHA, JEGS, and EM 385-1-1. A safety plan is required. Protection of government property is mandatory. Smoking is prohibited in POL areas.

• Contractor Personnel: A contract manager and alternate must be provided. Employees must be identifiable and not pose a security threat. Conflicts of interest must be avoided. Off-duty military personnel may be subject to recall.

• Japanese Road Laws: Contractor must comply with Japanese Road Laws on US Military installations.

• Required Insurance: Contractor must maintain Automobile Property Damage and Bodily Injury Insurance as per Japanese Compulsory Insurance (JCI) requirements.
