Quick Summary

The Department of the Army has issued a Revised Call for Solutions (CFS) for a Portable Patient Transport System (PPTS) under Other Transaction (OT) Agreement authority (10 U.S.C. § 4022). This opportunity seeks innovative solutions for a man-portable system designed for the safe, contained transport of single, non-ambulatory infectious patients, preventing the spread of biological threats during transport via air, rail, ground, or sea. Solution Briefs are due by June 17, 2026, at 1600 Eastern Time.

Scope of Work

The PPTS must include a patient containment enclosure and an integrated, battery-powered air filtration system generating negative pressure and filtering exhaust air. It needs to be certified for flight on military airframes, transportable in select ambulances, and operable in austere environments. Key technical thresholds include negative pressure differential, airflow, air exchanges, filtration efficiency (HEPA-equivalent, NIOSH P-100 threshold), liquid containment, 12-hour power operation with hot-swap capability, and patient/crew interface.

Contract & Timeline

  • Type: Prototype Other Transaction (OT) Agreements, issued under BAA authority (W9128Z-25-S-A002).
  • Phased Acquisition: Multi-phased, with Segment I (up to 5 OTAs, up to 30 prototypes, TRL 5) and Segment II (up to 2 performers, 10 additional prototypes, TRL 6-8).
  • Follow-on Potential: Successful completion may lead to a non-competitive follow-on production agreement for up to 476 units over four years (10 U.S.C. § 4022(f)).
  • Submission Due: June 17, 2026, 1600 Eastern Time.
  • Published: June 9, 2026.

Key Requirements & Deliverables

Offerors must propose a credible approach to achieving Airworthiness certification (MIL-HDBK-516) and FDA marketing authorization (e.g., 510(k) clearance, ISO 13485:2016) by the end of Phase III. Prototypes should ideally be Berry Amendment compliant. The government strongly prefers Unlimited Rights for data; proposals with less than Government Purpose Rights (GPR) may be evaluated negatively. Deliverables include prototypes, support for government testing, and various data packages (e.g., draft SOW, regulatory strategy, BOM, projected unit costs).

Submission & Evaluation

Interested parties must submit a "Solution Brief" (15-page limit) and a "Supporting Data Package" via email to the identified Government POCs. Evaluation criteria include Technical Merit, Innovation & IP, and Affordability. Up to five offerors may be invited to submit a full Request for Solution Proposal (RSP). This opportunity emphasizes significant participation from non-traditional defense contractors and/or small businesses.

Additional Notes

An RFI is included, seeking feedback on any previous SOO requirements that acted as absolute barriers to participation. The SOO has been revised to distinguish between Thresholds and Objectives. Questions and answers from the previous posting are also attached. All inquiries must be submitted via email to both POCs by June 17, 2026, 1600 ET.
