This document is a Request for Quote (RFQ) for the rental and servicing of restroom trailers. The National Oceanic and Atmospheric Administration (NOAA) is seeking quotes for these services.

• Rental and cleaning of restroom trailers.

• Weekly professional servicing is required.

• Units must be delivered and operational by April 27, 2026, or earlier.

• The contract will be a Firm-Fixed-Price type.

• The period of performance includes a Base Period and one Option Period, each for six months. Dates will be determined at the time of award.

• The North American Industry Classification Standard (NAICS) code is 532289, with a size standard of $12.5.

• Quotes are due by April 22, 2026, at 1400 PST.

• Questions regarding the RFQ must be submitted by April 20, 2026, at 1400 PST.

• Quotes must be submitted via a Google Submission Form.

• Evaluation will be based on Lowest Price, Technically Acceptable (LPTA) procedures.

• Evaluation factors include: Schedule (pass/fail), Restroom Specifications (pass/fail), and Price.

• Award will be made to the responsible Quoter whose quote is technically acceptable and offers the lowest evaluated price.

• This acquisition is set aside for Small Business.

• Offerors must have an active registration in the System for Award Management (SAM).

Statement of Need

To provide a temporary, climate-controlled restroom facility for the Brownsville Weather Forecast Office (WFO) due to a structural failure causing sewage backups.

• Rental of a two-unit restroom trailer.

• The trailer must have integrated HVAC suitable for the South Texas climate.

• The trailer must have an onboard water tank.

• Weekly professional servicing, including cleaning, pumping, and restocking.

• Base Period: February 13, 2026 – August 12, 2026 (six months, to be updated at time of award).

• Option Period I: August 13, 2026 – February 12, 2027 (six months, to be updated at time of award).

• Compliance with all local, state, and Federal environmental, health, and safety regulations.

• Contractor is responsible for all licenses, permits, and fees.

• Service hours are Monday through Friday, 7:00 AM to 5:00 PM, unless otherwise approved.

• Contractor must observe all Federal Holidays and days off designated by Federal Statute, Executive Order, or Presidential Proclamation.

• Cleaning schedules must be coordinated with the local Point of Contact (POC).
