This document is a Request for Information (RFI) / Sources Sought notice, not a solicitation. It is for information and planning purposes only to gauge market interest and capability for providing portable restrooms. The anticipated RFQ number is FA252126QB043.

• The government is seeking information on companies capable of providing portable restrooms, referencing an attached Statement of Work (SOW).

• Interested parties must submit a capabilities package outlining their ability to provide the required services, including management and labor.

• The capabilities package should be brief, concise, and not exceed 5 pages.

• Include DUNS, Cage Code, SAM registration expiration date, and GSA contract number/expiration date (if applicable).

• Propose a pricing schedule for the requirement.

• Include no more than three past references with contact information and contract numbers.

• Capabilities packages must be submitted electronically by 14:00 AM EST on March 3, 2026.

• Reference RFQ # FA2521-26-Q-B043 in the submission.

• The requirement is being considered for a small business set-aside program.

• NAICS Code: 562991 (Portable Restrooms), with a size standard of $9,000,000.

• Interested companies of any size are invited to respond.

• Companies must be registered with the System for Award Management (SAM) to be eligible for potential contract award or payment.

• Responses are voluntary and will not be paid for.

• This notice does not constitute a commitment by the Government, and no solicitation currently exists.

• Responses are not considered offers and cannot form a binding contract.

• The government requests a brief description of company size (annual revenues, employee size), business status (e.g., 8(a), HUBZone, SDVOSB, WOSB, EDWOSB), anticipated teaming arrangements, and similar services offered.

• Teaming agreements should delineate work between prime and partners.

• An attachment titled "26QB043 SOW Portable Restroom Draft" is referenced.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a portable restroom trailer and associated services to support personnel of the 46th Test Squadron, Operating Location 'A', during temporary work facilities use while their primary building is renovated.

• Deliver, install, service, maintain, and remove one (1) portable restroom trailer.

• Comply with all federal, state, local, and installation regulations for portable restroom operation and waste disposal.

• Restroom Trailer:

  • Two (2) total stalls: Women's side (1 stall, 1 sink), Men's side (1 stall, 1 urinal, 1 sink).
  • Each stall to include: heating/AC, vanity, mirror, waste receptacle, paper/toilet holders, soap dispenser, onboard freshwater tank, countertop sink, LED lighting, stairs/handrails, lockable doors.
  • Weekly cleaning service.
  • Onboard wastewater holding tank sized for 9 personnel.
  • 110V – 20 amp connection, water spigot.
  • Trailer must meet operational requirements with Government-provided utilities.

• Delivery and Setup:

  • Deliver on March 2026, between 0800-1530.
  • Position on a level, stable surface.
  • Connect to Government-provided electrical and water hookups.
  • Delivery Location: East side of Bldg 353, Endeavor Rd, Patrick Space Force Base, Florida 32925.

• Cleaning, Restocking, and Pump-Out:

  • Provide once-weekly service (Monday-Friday, 0800-1630, excluding federal holidays).
  • Restock consumables to 100% capacity and supply spares for one week.
  • Maintain supply levels for an estimated 9 personnel.
  • Replenish supplies between services if notified of insufficiency.

• Waste Disposal: Dispose of grey and black water per environmental requirements.

• Removal: Remove trailer at the end of the performance period; pickup date to be coordinated.

• Period of Performance: March 2026 to December 2026.

• Place of Performance: Patrick Space Force Base, Florida.

• Government-Furnished Utilities: Government will provide electrical power and potable water connections.

• Contractor-Furnished Items: Contractor to furnish all other equipment, materials, labor, consumables, and transportation.

• Base Access: Comply with all installation access, security, and identification requirements for Patrick Space Force Base.
