Statement of Work (SOW) / Performance Work Statement (PWS)

The Fargo VA Medical Center requires the purchase and installation of a portable reverse osmosis (RO) water purification system for the Dialysis unit.

• Delivery and installation of a new RO water purification system with specified salient characteristics.

• Provision of shipping, transport, installation, and all necessary equipment.

• Delivery to the Fargo VA Medical Center.

• Assembly and validation to be performed by a vendor service-trained representative.

• Contractor responsibility for identifying and including all missing parts or components for successful installation and validation.

• Inclusion of detailed accessories and consumables.

• System Type: Portable reverse osmosis (RO) water purification system.

• Filtration: Fully integrated endotoxin removal filter, multi-stage filtration (carbon, RO, ultra-filtration), meets ANSI/AAMI 11663 and ANSI/AAMI 13959 standards for ultrapure dialysate.

• Disinfection: Uses heat rather than chemicals.

• Controls: Color touch screen LCD control panel, easy-to-use controls.

• Performance: Maximum Product Flow Rate up to 0.4 gpm (1.5 lpm) at 77°F. Inlet Temperature: 40-104°F. Inlet Pressure: 5-120 psi. Inlet Water Flow: Minimum 1.5 gpm. Drain Capacity: Minimum 2.0 gal/min.

• Cart: Rust-proof, corrosion-resistant aluminum frame with bumper guard, 6” dual swivel casters (locking), rear directional locking casters with braking mechanism, centrally located monitoring area, includes booster pump for low-pressure inlet situations.

• Certifications: UL 61010-1, IEC 61010-1, CAN/CSA C22.2 No: 61010-1, IEC 61326-1, FDA 510(K) Medical Device, ETL Tip and Threshold Testing Standards.

• Brand Name or Equal: Evoqua W3T591409 Kit, RO Eon Rover ALX SCB (or equivalent).

• Booster Pump: Evoqua W3T578738 Kit, Booster, MHX/WRO, Rover Family (or equivalent) included for low-pressure inlet situations.

• Delivery Location: Fargo Health Care System Warehouse, 2101 N Elm St., Fargo, ND 58102.

• Delivery Times: Monday-Friday, 7:30 am to 3:30 pm.

• Delivery Timeline: 60 days After Receipt of Order (ARO).

• Shipping: F.O.B. destination; shipping costs included in product price.

• Joint inspection with the COR upon delivery.

• Contractor to provide a list of missing/damaged items for replacement at no cost.

• COR to ensure satisfactory completion prior to acceptance.

• Contractor must comply with NARA records management laws and regulations.

• Privacy training is required if working in areas with sensitive Veteran information.

• All data created for Government use are Federal records.

• Contractor shall not remove material from Government facilities without written permission.

• All deliverables are the property of the U.S. Government.

• Contractor employees handling records must complete Fargo VA Medical Center records management training.

This is a solicitation for a brand-name or equal portable reverse osmosis (RO) water purification system for the Fargo VA Medical Center's Dialysis unit. The government intends to award a single, firm-fixed-price contract. The procurement is unrestricted.

• Purchase and installation of a portable RO water purification system.

• Equipment must be new and meet specified salient characteristics, including:

  • Fully integrated endotoxin removal filter.
  • Multi-Stage Filtration System (carbon filtration, RO, ultra-filtration).
  • Easy-to-use controls, color touch screen LCD panel.
  • Prevents RO shutdown with low inlet PSI.
  • Uses heat for disinfection.
  • Continuous flow with no time constraints.
  • Leak Detection System.
  • Maximum Product Flow Rate: Up to 0.4 gpm (1.5 lpm).
  • Inlet Temperature: 40-104°F (4-40°C).
  • Inlet Pressure (Dynamic): Minimum 5 psi (0.34 bars), Maximum 120 psi (8.3 bars).
  • Inlet Water Flow/Water Feed: Minimum 1.5 gpm (5.7 lpm).
  • Drain Capacity: Minimum 2.0 gal/min.
  • Total Hardness: < 10 grains (pH dependent).
  • Silt Density Index (SDI): < 5.
  • Total Chlorine: < 0.1 ppm.

• System must be a "CART" type: Rust-proof aluminum frame, 6" dual swivel casters with locking features, rear directional locking casters with integrated braking, centrally located monitoring area, booster pump for low-pressure inlet situations, open design for maintenance access.

• Complies with ETL Tip and Threshold Testing Standards, and meets ANSI, AAMI, ISO Standards.

• Contract Type: Firm Fixed Price, Single Award.

• Period of Performance: Delivery within 60 days After Receipt of Order (ARO).

• Evaluation: The government intends to evaluate all line items on a group basis and make a single award. Evaluation factors include Technical (completeness, clarity, organization) and Price.

• Offer acceptance period: 180 calendar days.

• Offerors must be registered in SAM at the time of award.

• Buy American Act applies; offerors must complete the Buy American Certificate.

• Delivery is FOB Destination to Fargo VA Medical Center.

This document is the "52.225-2 Buy American Act Certificate (Tailored) Commercially available off-the-shelf (COTS)". It is a certification form required for offers related to solicitations.

• Solicitation, Procurement Name, and Location: Fields to be filled in by the offeror.
• Foreign End Products: A table to list foreign end products, their country of origin, and whether they exceed 55% domestic content. Instructions specify that for non-American made COTS items, only the Line Item No. and Country of Origin columns need completion.
• Domestic Product Certification: A checkbox to certify that all items listed in the solicitation are domestically produced.
