Statement of Work (SOW)

To procure the rental and servicing of portable toilets on the McKenzie River Ranger District.

• Furnish portable toilets (brown, green, or blue natural tone) and pumping services.

• Services include pumping, cleaning, disposal of sewage and garbage, and providing a minimum of 4 rolls of toilet paper per unit during each servicing.

• Contractor is responsible for obtaining all applicable permits, licenses, and meeting regulations.

• Servicing to be performed on Monday and Friday throughout the performance period.

• Servicing includes routine pumping, chemical replacement, general cleaning with disinfectant, and refilling toilet tissue.

• Government inspection will be conducted to ensure compliance with specifications and service schedule.

• Failure to follow specified methods may result in contract termination.

• Period: Effective 5/01/2026 (or day of award) through 10/31/2030, including a Base Year and four Option Years.

• Place: Ten different locations along State Highway 126 in the McKenzie Ranger District, within Lane and Linn Counties.

• Payment: Monthly consolidated invoice to www.ipp.gov. Payment made monthly for completed service.

• Loss, Damage or Destruction: Government not liable for contractor equipment loss/damage, except for negligence by government employees.

• Offer Acceptance: Offers must be held firm for 90 calendar days from the offer receipt date.

• Evaluation: Award will be made to the offeror representing the best value to the Government, based on Price. Quotes will be evaluated in accordance with FAR 12.203. Failure to propose pricing for all individual line items may result in exclusion. Pricing will be evaluated for fairness and reasonableness per FAR 12.204.

• This acquisition is set-aside for small business concerns.
