• Quotations must be submitted via email to brenda_lewis@ios.doi.gov by the deadline specified in Block 8 of the SF 1449 (05/12/2026 at 1700 PD).

• Quotes should be in Adobe PDF format.

• Evaluation will be based on Price, Technical Acceptability, Technical Approach, Relevant Experience, and Past Performance.

• The government will evaluate quotations by adding the total price for all options to the total price for the basic requirement.

• This acquisition is a Total Small Business Set-Aside. Only quotations from small business concerns will be considered.

• Quoters must be registered in the System for Award Management (SAM).

• Key attachments include: Quote Sheet, Statement of Work, Service Contract Act Wage Determination, and Technical Information Forms.

• Questions must be submitted via email to the point of contact listed in Section III B(a).

Statement of Work (SOW)

To provide portable toilet services to Point Reyes National Seashore (the Park), West Marin County, California.

• Furnish necessary personnel, equipment, licensure, and expertise.

• Provide weekly pumping service for one park-owned portable toilet located at KPH Marine Radio Station (NDOC).

• The option exists for the Park to require additional portable toilet services, which may vary in location, duration, and number of units. This includes delivery, staking, potential hand-washing station delivery, pumping, cleaning, and pick-up.

• Waste disposal must comply with all County / State regulations at a permitted disposal site.

• Contractor is responsible for waste arrangement and disposal.

• Contractor must ensure complete cleanup of any leakage or spillage during pumping operations.

• All materials/trash removed during pumping must be properly bagged and disposed of outside the Park.

• Contractor vehicles and equipment must be free of leaks, in safe operating condition, and free of non-native vegetative material.

• A record of services provided (delivery, pumping, cleaning, pick-up) must be submitted.

• Services are for Fiscal Year 26 (FY26).

• Location: Point Reyes National Seashore, West Marin County, California.

• The Park will provide a combination lock for the NDOC site.

• Authorized NPS personnel to request service include: Jason Briggs (Facility Manager), Alexander Bernhardt (Buildings and Utilities Supervisor), Jesse Macklin (Maintenance Mechanic Work Leader), Alanna Gardner (Contracting Officer), and Brenda Lewis (Contract Specialist). Any changes require written authorization from the Contracting Officer or Specialist.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/ within 30 days of work completion.
