• Quotations must be submitted via email to rocio_gomezmacias@ios.doi.gov by the date and time specified in Block 8 of the SF 1449 (04/29/2026, 12:30 PM PT).

• Evaluation will be based on Price, Technical Acceptability, Technical Approach, Relevant Experience, and Past Performance.

• The Government intends to award to the responsible offeror whose quotation is most advantageous.

• This acquisition is a Total Small Business Set-Aside. Only small business concerns will be considered.

• Attachment 2 contains the Statement of Work for a detailed description of the requirement.

• Offerors must complete and submit the "Technical Information Form - Prime Contractor" and "Experience and Past Performance" forms.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide and service portable toilets and wash stations for public use in Pinnacles National Park, and to perform sewage pumping at sanitary lift stations and sanitary sewer collection systems.

• Rental and servicing of portable toilets (single stall and ADA accessible units) and wash stations.

• Pumping, removal, transportation, and disposal of sewage and wastewater from various locations including sanitary lift stations, septic tanks, floating restrooms, and vault toilets.

• Services required on an as-needed basis, including routine, emergency, and incident-driven situations.

• Delivery and setup of units within 24 hours of notification, and removal within 24 hours of notification.

• A base year contract from May 1, 2026, to April 30, 2027.

• Four option years are contemplated, extending the contract period up to April 30, 2031, subject to availability of funds and contractor performance.

• Portable toilet servicing includes pumping waste, recharging holding tanks, cleaning interiors and exteriors, restocking toilet paper, removing graffiti, and verifying functionality.

• Wash station servicing includes removing wastewater, refilling water and soap dispensers, cleaning exteriors, restocking paper towels, removing graffiti, and verifying functionality.

• Pumping services must be performed in accordance with federal, state, and local regulations, ensuring safe and sanitary removal, preventing spills, and disposing of waste at approved facilities.

• Response times for services: Routine (3 days), Emergency/Urgent Need (2 hours), Incident (24 hours).

• Contractor must provide trained and qualified personnel, maintain required licenses/permits/certifications, comply with safety/health/environmental regulations, and carry required insurance.

• Equipment must be capable of transporting at least 3,500 gallons of waste for emergency/urgent need and incident pumping.

• Locations are within Pinnacles National Park, San Benito County, CA, with specific coordinates provided for various sites on the East and West sides of the park.
