Quick Summary

The Department of the Air Force, 65th Contracting Flight at Lajes Field, Azores, Portugal, has issued a Special Notice seeking industry feedback on a Draft Solicitation (FA448626Q0008) and Performance Work Statement (PWS) for Portuguese Civilian Employee Insurance Coverage. This notice provides early awareness of an upcoming requirement for comprehensive insurance coverage as mandated by Portuguese law. Feedback is due by May 28, 2026, at 14:00 UTC-1.

Purpose of this Notice

This is a special notice to gather industry feedback on the attached draft solicitation and PWS documents. It serves to provide early awareness of an upcoming requirement before the formal Request for Quote (RFQ) release. This notice is not a formal solicitation and does not commit the U.S. Government to an award.

Scope of Requirement

The requirement is for a contractor to provide all necessary personnel, equipment, materials, and services to furnish comprehensive insurance coverage for Portuguese civilian employees of the United States Forces Azores (USFORAZORES), including those from Appropriated Fund (APF) and Non-Appropriated Fund (NAF) activities. The contractor will assume total liability for job-related accidents/injuries and accidents/injuries or unexpected illnesses for employees in a Temporary Duty (TDY) status, in accordance with Portuguese law. Coverage includes initial and follow-up treatment, medical exams, and payments for job-related incidents, as well as 24-hour TDY insurance. The contractor must comply with GDPR, provide a Quality Control Plan (QCP), and ensure timely responses to inquiries and incident reporting.

Draft Solicitation Details (FA448626Q0008)

The draft solicitation outlines a Firm-Fixed-Price contract with a period of performance spanning approximately October 2026 through January 2031, with potential extensions. While this special notice is Unrestricted for feedback purposes, the draft solicitation indicates the upcoming acquisition is set aside for Small Business under NAICS code 524126 (Direct Property and Casualty Insurance Carriers). Offers will be submitted in Euros. Evaluation will be based on two factors: Factor 1 (Technical Capability - Quality Control Plan), rated Acceptable/Unacceptable, and Factor 2 (Price). The Government intends to award without discussions. A proposal conference is tentatively scheduled for July 8, 2026, with offers for the formal solicitation due by July 31, 2026, at 10:00 AM.
