Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-personal, firm-fixed-price services for the New Mexico Army National Guard (NMARNG) Yellow Ribbon Reintegration Program (YRRP) event on May 3, 2026. The goal is to offer Service Members and their families an enhanced environment to focus on the Yello Ribbon Curriculum.

• Provide a venue accommodating up to 150 attendees, located within 30 miles of the NMARNG Readiness Center in Albuquerque, NM.

• Offer a general assembly room, two adult breakout rooms, and two youth breakout rooms (ages 0-6 and 6-18).

• Provide audio/visual equipment (projector, speakers, microphones, internet access, screens) for all rooms, with the NMARNG providing its own computer.

• Supply registration tables, display tables in the foyer, and necessary furniture.

• Provide two catered meals (breakfast and lunch) and refreshments for two breaks.

• Arrange lodging for participants traveling 150 miles or more (41 double occupancy rooms for one night, checking in May 3, 2026, and out May 4, 2026).

• Ensure ample parking for approximately 150 vehicles.

• Provide childcare for up to fifteen (15) youth ages 0-5, with providers licensed in New Mexico and meeting specific background check and certification requirements.

• Venue and staff availability for pre-event walkthrough by 1:00 PM the day before the event.

• Equipment in place and in working order 95% of the time.

• Meals and beverages provided on time, with 95% acceptable quality and quantity.

• Contractor staff professional appearance and respectful conduct 95% of the time.

• Parking available for 120 vehicles 100% of the time.

• Hotel rooms available for reservation by 6 PM on May 2, 2026, and available for occupancy 100% of the time.

• Contractor Manpower Reporting (CMR) to be submitted ASAP.

• Date of Event: May 3, 2026

• Lodging Period: Check-in May 3, 2026; Check-out May 4, 2026

• Location: Within 30 miles of Albuquerque, NM.

• Venue must comply with NMARNG regulations, including fire, traffic, safety, and security.

• Childcare providers must be licensed, background checked, CPR/First Aid certified, and maintain $500,000 liability insurance.

• Contractor is responsible for all travel, lodging, and meals for their own staff.

• Government will not reimburse for additional meals requested by individuals.

• Provide a venue accommodating up to 120 attendees, located within 30 miles of the New Mexico National Guard Readiness Center in Albuquerque, NM.

• Offer necessary facilities, personnel, labor, equipment, supplies, and non-personal services for the event.

• Provide a general assembly room with tables for 120 people (07:00 a.m. - 5:00 p.m.), registration tables, and chairs.

• Equip the general assembly room with a podium, A/V equipment (power, sound, internet, screen, projector, microphones), and provide water and teas.

• Set up two adult breakout rooms (classroom style, 40 chairs each) and two youth breakout rooms (ages 6-18 and 0-6) with appropriate setups, A/V, and refreshments.

• Provide 15 display tables with chairs in the foyer area.

• Offer two catered meals (breakfast and lunch) and light refreshments for two breaks.

• Arrange parking for approximately 150 vehicles at no cost to attendees.

• Reserve 41 double occupancy rooms for participants traveling 150 miles or more, checking in May 3, 2026, and checking out May 4, 2026.

• Provide licensed and certified childcare services with age-appropriate activities and secure sign-in/sign-out procedures.

• Venue and staff availability for pre-event walkthrough.

• Equipment in place and in working order 95% of the time.

• Meals and beverages provided on time, with 95% quality and quantity compliance.

• Staff professionalism, welcoming demeanor, and respectful interaction with participants (95% compliance).

• Parking available for 120 vehicles 100% of the time.

• Room block availability and occupancy 100% of the time.

• Contractor Manpower Reporting (CMR) completion.

• Date: May 3, 2026 (event day).

• Lodging: Check-in May 3, 2026; Check-out May 4, 2026.

• Location: Within 30 miles of Albuquerque, NM.

• Contractor employees must abide by venue regulations, including fire, traffic, safety, and security.

• Government will not reimburse for additional items requested by individuals.

• Contractor travel, lodging, and meals are the contractor's sole responsibility.

• Childcare providers must be licensed by the state of New Mexico, have FBI background checks, and maintain liability insurance of at least $500,000.

• At least two childcare providers must be present.

• Contractor must designate a Contract Manager (CM).
