Post Wide Fire Systems Inspection, Testing and Repair Grease Ducts, Hoods Cleaning and Fire Suppression

Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain operational facility Fire Systems through a continuous inspection and repair schedule throughout identified facilities on Fort Jackson, SC.

• Provide inspection, testing, and repair services for all fire alarm protection systems, water-based fire protection systems, and special agent systems.

• Includes repair and cleaning of hood systems.

• Services must comply with Unified Facilities Code 3-601-02, applicable National Fire Codes, manufacturer recommendations, and industry standards.

• Grease ducts must comply with National Fire Protection Association (NFPA) 96.

• Hood cleaning is required every 6 months or as specified.

• Fire suppression systems inside hoods require routine maintenance.

• Period of Performance (POP): One (1) Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: Fort Jackson, SC.

• Contractor shall develop and maintain an effective quality control program.

• Government will evaluate performance per the Quality Assurance Surveillance Plan.

• Reports must be timely and accurate (95% of the time).

• Fire Systems Inspection and Repair must meet standards 100% of the time.

• All required documents must be submitted to the COR.

• Contractor personnel must have AT Level I training within 15 days of award.

• Contractor personnel must complete iWATCH training within 15 days of contract award.

• Contractor personnel must complete OPSEC training within 30 days of contract award.

• Contractor must maintain NICET certifications (Level IV for Fire Protection Systems, Level III for Water Based Systems and Special Hazards Suppression Systems).

• Contractor must maintain current factory training certification on fire systems.

• Contractor personnel must have a clean local background check at the time of proposal submission.

• Contractor must provide a contract manager and an alternate.

• Contractor must adhere to specific hours of operation (07:30 – 16:30 Monday-Friday, except Federal holidays), with exceptions for mission requirements.

• Contractor must manage key control and prohibit unauthorized use of government keys/key cards.

• Contractor must ensure all lock combinations are not revealed to unauthorized persons.

• Contractor must remove oily sludge, grease, dirt, and foreign substances from hoods, grease removal devices, fans, and ducts.

• Minor repairs (under $500) are at no additional cost to the Government.

• Major repairs (over $500) require a proposal and will be billed against a separate CLIN.

• All documentation must be electronic or professionally printed.

• Contractor must comply with Fort Jackson Contractor Vetting Policy, including obtaining badges for all personnel.

Sources Sought Notice

This notice is issued by the U.S. Government for planning purposes to gauge interest and capability for procuring Post Wide Fire Systems Inspection, Testing and Repair for Grease Ducts, Hoods Cleaning, and Fire Suppression. The government is considering a Women-Owned Small Business (WOSB) set-aside for this requirement. This notice does not constitute a solicitation and will not result in an award.

• Inspection, testing, and repair of grease ducts, hoods, and fire suppression systems.

• Cleaning of grease ducts every 6 months or as specified.

• Compliance with National Fire Protection Association (NFPA) 96 and other applicable building and fire codes.

• Maintenance of purpose-designed fire suppression systems inside hoods.

• Adherence to Unified Facilities Code 3-601-02 and manufacturer recommendations.

• The anticipated NAICS code is 561790 (Commercial Kitchen Exhaust Hood Cleaning Services) with a size standard of $9,000,000.

• A draft Performance Work Statement (PWS) is attached.

Interested parties, specifically WOSBs, are requested to provide information to help determine the feasibility of a set-aside. Responses should include:

• Firm details (POC, UEI, CAGE code, WOSB status, NAICS code).

• Interest in competing as a prime contractor and any subcontracting/teaming plans.

• Detailed information on previous experience with similar requirements (size, scope, complexity, timeframe, government/commercial).

• Specific certifications required: NICET Level IV (Fire Protection Systems), NICET Level III (Inspection and Testing of Water Based Systems), NICET Level III (Special Hazards Suppression Systems), and ITM. Current factory training certification on multiple fire system brands/models is also required.

• Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.

• Suggestions on how to structure requirements to facilitate WOSB competition.

• Identification of any conditions unnecessarily restricting competition.

• Recommendations to improve the approach/specifications/draft PWS.

• This is a Sources Sought for a potential Women-Owned Small Business (WOSB) set-aside.

• The government will only proceed with a set-aside if two or more qualified WOSBs respond with sufficient information.

• This notice is for information and planning purposes only.
