Sources Sought Notice

This notice is to identify potential sources for providing postage services for Pitney Bowes mail machines for daily mailing of envelopes, priority flat, and priority express mail at three Indian Health Service locations: Verne E. Gibbs Service Unit, Chief Redstone Service Unit, and White Buffalo. This is NOT a solicitation for proposals or quotations.

• Size Standard: $9.0 Million

• Period of Performance: One 12-month period

• Locations: Verne E. Gibbs Service Unit (Poplar, MT), Chief Redstone Service Unit (Wolf Point, MT), and White Buffalo.

• Responses must demonstrate capability, experience, and ability to provide the services.

• Must include years of experience in providing backup cluster equipment and support.

• Must list past jobs/contracts for providing backup cluster equipment and support.

• Must demonstrate how the company meets the definition of an Indian Economic Enterprise (IEE) and will receive at least 51% of the earnings from the contract.

• If partnering, must demonstrate how the combined entity will receive 51% of earnings and how management/daily operations will be controlled by one or more individuals who are Indians.

• Due Date: Wednesday, February 25, 2026, at 2:00 p.m. (MST).

• The government is seeking to identify Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEE).

• Preference will be given to Indian Economic Enterprises under the Buy Indian Act.

• The definition of an IEE requires that Indians or Indian Tribes, together, receive at least a majority of the earnings from the contract, and that management and daily business operations are controlled by one or more individuals who are Indians.

• Responses will assist in determining the acquisition strategy for the requirement.
