  • Detailed expenditure tracking (down to the penny) by location, department, or account.
  • Ability to limit postage download amounts.
  • Historical data gathering up to 6 months prior to report date, showing daily/monthly piece counts, usage, and spending.
  • Customizable administrative policies and limits for shipping, with an exception request process.
  • One main IN ARNG account with the ability to disseminate funds into 16 subaccounts (2 per location).
  • Consolidated recipient address repository accessible to all users, with label printing for USPS discounts.
  • Electronic certified mail capabilities for each site.
  • Compatibility with the latest two major revisions of Microsoft Edge, Firefox, and Chrome.
  • Compatibility with required internet browser plug-in services (e.g., Java, Adobe Flash).
  • Intelligent Mail Barcode (IMB) and Intelligent Mail Package Barcode (IMpB) compliance.
  • Inclusion of USPS GSA Schedule 48 discounted rates.

• Equipment/Scales:

  • Scales compatible with software, connecting via USB, weighing up to 30lbs.

• Expendable Items:

  • Required expendable items (special printer paper, labels, etc.) provided upon award and available for same-day shipping.

• Support:

  • Real-time technical/customer service during business hours via telephone or online.

• Training:

  • Web-based user training for all site users.

Solicitation / RFP / RFQ

This document outlines the criteria for awarding a contract based on a solicitation. The Government intends to award a contract to a responsible offeror whose offer is most advantageous, considering technical capability, past performance, and price.

Offers will be evaluated based on the following factors:

• Technical Capability: Offerors must provide a clear, concise technical capability statement demonstrating their ability to meet the Government's needs as described in the Purchase Description. This statement should provide convincing rationale on how the offeror intends to meet requirements, assuming no prior government knowledge.
• Past Performance: The offeror's demonstrated record of successfully delivering similar services on time and to customer satisfaction.
• Price: Evaluated for realism and reasonableness.

The Government will conduct a best-value determination, allowing for trade-offs between price and non-price factors to select the offer providing the greatest overall benefit.

The Government intends to award a contract without discussions, but reserves the right to conduct discussions if deemed necessary by the Contracting Officer.

The Government may reject any or all offers if in its best interest and may waive informalities and minor irregularities.
