Quick Summary

NASA's Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Industry Day has been postponed. Procurement activities are ongoing, and NASA anticipates providing additional clarity on acquisition timelines in the coming weeks. NASA has released comprehensive Q&A responses to industry feedback previously submitted for the CLDC Sources Sought and Industry Update Charts.

Purpose & Context

This special notice, specifically modification no. 5, provides an update on the CLDC program. It confirms that NASA's procurement activities are continuing and that further details regarding acquisition milestones will be issued soon. The original Industry Day and One-on-One meetings, scheduled for May 5-7, 2025, were previously postponed (modification no. 3), and all registrations were canceled.

Key Information & Clarifications

NASA has published the "CLDC QandA Industry Update_Sources Sought.pdf" document (posted June 9, 2025), which addresses industry questions and feedback. Key clarifications include:

  • Crew & Operations: NASA plans to procure services for a minimum of two NASA crew members, with potential for additional seats. Multiple CLDs and alternating increments are under consideration.
  • Technical Standards: New UHF radio standards are being developed. Standards like CLDP-STD-3102 will be invoked, requiring commercial providers to "meet the intent." Specific requirements for Pharmacy Lockers, Wetlabs, and Bio Sequencers will be updated in the Draft RFP.
  • Safety & Mission Assurance: Safety processes apply to both destination and transportation vehicles. Low TRL hardware can be demonstrated with identified and mitigated hazards.
  • Procurement Strategy: NASA is not planning a small business set-aside for this acquisition but will require large business prime contractors to meet specific subcontracting goals. Price is a significant factor, alongside heavily weighted Mission Suitability. Cost-Plus contracts are not being considered.
