This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for the repair and maintenance of water heaters for the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS. This acquisition is set aside for small business concerns. Offers are being requested, and no separate written solicitation will be issued.

• Potable Hot Water Repair Parts: Includes parts and materials to repair and maintain the water heater for NBAF. Refer to Attachment 2 for a specific listing of parts and quantities.

• Delivery: All items are required no later than 45 days after receipt of order. Early deliveries are accepted.

• FAR 52.225-3 Buy American–Free Trade Agreements–Israeli Trade Act is included, indicating one or more items are subject to Free Trade Agreements.

• Award Type: Anticipated award of a single contract. The government intends to make one award.

• Period for acceptance of offers: Offerors must hold prices firm for 90 calendar days from the receipt of offers date.

• Submission Deadline: Quotes are due no later than January 26, 2026, at 06:30 AM CST.

• Submission Method: Submit required documents via email ONLY to david.reynolds2@usda.gov.

• Required Documents: Transmittal Summary Letter (including POC, UEI, CAGE, TIN), and a fully completed Attachment 2 – Parts List and Pricing (signed and dated).

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government. Evaluation will be based on Lowest Price Technically Acceptable (LPTA). Only the lowest priced offer will be evaluated for Technical Acceptability. If not acceptable, the next lowest priced offer will be evaluated, and so on. Factors include Price, Technical Acceptability (matching parts/models in Attachment 2), and Past Performance.

• Questions Deadline: Questions are due no later than January 20, 2026, at 06:30 AM CST via email to david.reynolds2@usda.gov.

• This acquisition is set aside for small business concerns.

• Applicable clauses and provisions are incorporated by reference and full text is available at www.acquisition.gov.

• Invoices must be submitted electronically through the Invoice Processing Platform (IPP) after vendor enrollment.

• The USDA Ombudsman Program is available for agency protests.
