Request for Information (RFI)

This RFI is issued by the Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, to identify potential vendors capable of providing Potable Water Sampling services at Tobyhanna Army Depot (TYAD), Tobyhanna, PA. This is for information and planning purposes only and does not constitute a Request for Proposal (RFP).

• Conduct weekly sampling for Total Coliform, E. coli, and Chlorine per PaDEP schedule.

• Conduct annual, quarterly, and tri-annual sampling for various parameters including SOCs, VOCs, Nitrate/Nitrite, IOCs, Lead/Copper, HAA5s, TTHMs, PFOS, and PFOA.

• Perform monthly and quarterly non-reportable sampling for water quality parameters (pH, Alkalinity, Specific Conductance, TDS, Calcium, Orthophosphate) from 6 wells.

• Maintain capability for emergency sampling.

• Ensure timely and accurate entry of sample results into the PaDEP Drinking Water Electronic Reporting (DWELR) system.

• Promptly email all laboratory reports (PDF) to the designated Water Program Manager.

• Immediately notify the Water Program Manager via phone and email if a test result exceeds the Maximum Contaminant Level (MCL).

• Possess and maintain a valid certification from the PaDEP for the duration of the contract.

• Adapt to any changes in sampling requirements or analytical parameters at the discretion of PaDEP.

• The government is seeking to award a Firm-Fixed-Price Purchase Order.

• Interested vendors are requested to provide information on their firm's capabilities as noted in the attached DRAFT Scope of Work.

• Responses are due by Thursday, 11 June 2026, by 12:00 PM EST.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for a Potable Water Sampling Contract at Tobyhanna Army Depot (TYAD). The selected bidder will be responsible for fulfilling all potable water sampling and reporting requirements as mandated by the Pennsylvania Department of Environmental Protection (PaDEP).

Regular Sampling:

• Weekly: Total Coliform, E. coli, and Free Field Chlorine sampling. Includes sample collection, reporting positive bacteria results immediately, and reporting chlorine levels outside the range of <0.20 mg/L or >4.0 mg/L. Results submitted to PaDEP by the 10th of the following month.
• Quarterly: PFAS sampling. Samples collected within the first month of each quarter. Results submitted to PaDEP by the 28th of the following month.
• Annually:
  • Nitrate/Nitrite sampling (January).
  • Twenty Regulated Volatile Organic Compounds (VOCs) sampling (January).
  • Haloacetic Acid (HAA5s) and Trihalomethanes (TTHMs) sampling (September 13th +/- 3 days).
  • Inorganic Compounds (IOCs) sampling (January).
  • Lead and Copper sampling (June 1 - September 30).
  • Synthetic Organic Compounds (SOCs) sampling (2nd and 3rd quarters, pending 2026 results).
  • Radioactive Samples (January 2031).
  • Non-Reportable (Internal Use) Monthly Water Quality Parameters (Calcium, Orthophosphate, Alkalinity, Specific Conductance, TDS, lab pH).
  • Non-Reportable (Internal Use) Quarterly Water Quality Parameters (Calcium, Orthophosphate, Alkalinity, Specific Conductance, TDS, lab pH) - sample collection by Water Program Manager.

Emergency Sampling:

• Water Line/Main Break: Laboratory mobilization within 2-3 hours during business hours. Immediate Day 1 coliform samples, Day 2 follow-up samples. Rush turnaround required for results submission to PaDEP.

• Positive Coliform Sample: Lab on-site the following day for check samples. Results reported immediately.

• All sampling and analysis must comply with U.S. EPA methods (40 CFR 141).

• PaDEP reporting via Greenport Reporting System using approved forms or electronic filing.

• Specific reporting deadlines for each sample type are detailed.

• Laboratory must maintain valid PaDEP accreditation.

• Sampling events occur throughout the year, with specific dates/quarters outlined for each parameter.

• Sample locations will be provided by the Water Program Manager upon contract award.

• Laboratory Accreditation: Must maintain valid registration and accreditation with PaDEP.

• Security: Compliance with TYAD security regulations, including Force Protection Conditions (FPCON), potential gate closures, vehicle searches, and mandatory training (AT Level I, iWATCH, OPSEC, CUI). Background checks and installation access approval are required.

• Reporting: Electronic submission to PaDEP via Greenport is primary; contingency for hard copies.

• Invoicing: Submit invoices monthly into PIEE/WAWF with detailed descriptions.

• Personnel: Must carry proper identification at all times. Compliance with installation regulations is mandatory.

• Cybersecurity: Compliance with CMMC Level 2 requirements for systems processing FCI or CUI is mandatory prior to award.
