Scope of Work
The selected contractor will provide comprehensive potable water sampling and analysis services at Tobyhanna Army Depot. Key responsibilities include:
- Regular Sampling:
- Weekly: Total Coliform, E. coli, and Free Field Chlorine sampling, with immediate reporting for positive bacteria or out-of-range chlorine levels.
- Quarterly: PFAS sampling.
- Annually: Nitrate/Nitrite, Twenty Regulated Volatile Organic Compounds (VOCs), Haloacetic Acid (HAA5s), Trihalomethanes (TTHMs), Inorganic Compounds (IOCs), Lead and Copper, Synthetic Organic Compounds (SOCs), and Radioactive Samples (starting 2031).
- Monthly/Quarterly: Non-reportable (internal use) water quality parameters (e.g., Calcium, Orthophosphate, Alkalinity, Specific Conductance, TDS, lab pH).
- Emergency Sampling: Rapid laboratory mobilization (within 2-3 hours during business hours) for water line/main breaks and next-day response for positive coliform samples, requiring rush turnaround for results.
Key Requirements & Performance Standards
- All sampling and analysis must comply with U.S. EPA methods (40 CFR 141).
- Reporting to PaDEP via the Greenport Reporting System (or DWELR) using approved forms or electronic filing, adhering to specific deadlines for each sample type.
