Power System Modeling and Analysis FY26

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive, non-personal Power System Modeling and Analysis services to ensure the reliability and safety of electrical distribution systems at specified locations.

• Collect field data related to electrical distribution systems.

• Develop and/or update comprehensive electrical models of each installation's power system.

• Perform power system studies including: Power Flow Analysis, Cross Connect Capability Evaluation, Short Circuit Study, Single Point of Failure (SPOF) Analysis, Protective Device Coordination Study, Arc Flash Hazard Analysis, and Distribution System Reliability.

• Generate detailed analysis reports with findings and recommendations, including an executive summary with deficiencies and remedies.

• Services to be performed at multiple installations across Group A, Group B, and Group C.

• Analysis includes medium-voltage and primary distribution equipment, low-voltage and secondary distribution equipment, emergency and backup generators, and electric motors rated 50 HP or greater.

• Excludes Military Family Housing unless otherwise specified.

• All work to be coordinated with Base Civil Engineering (BCE) personnel.

• Coordination for site visits required 30 calendar days in advance (CONUS) and 90 calendar days (OCONUS).

• Deliverables include Preliminary Data Gathering, Field Data Gathering, Build/Update Model, System Analysis, Draft Report, Final Report, Corrected Final Report, Equipment Labeling, and Software and Training.

• Specific data collection requirements include detailed equipment information, geospatial data, and one-line diagrams.

• Reliability study aims to improve distribution system reliability to a minimum of 99.9%.

• Services to be performed at multiple specified installations (listed in the document).

• Contractor shall utilize existing government-provided teleconferencing platforms.

• Regular meetings with AFCEC SME Electrical Engineer are required.

• Adherence to safety regulations (OSHA, NFPA 70E, etc.) is mandatory.

• Energized work permits and outage coordination are required.

• Software and training for base personnel are to be provided.

Request for Information (RFI)

This RFI is issued by the Air Force Civil Engineer Center (AFCEC) for market research to determine industry capability for providing Power System Modeling and Analysis services at various Air Force installations. The government is not seeking proposals at this time and this notice does not constitute a solicitation.

The contractor shall provide services to:

• Collect field data related to electrical distribution systems.

• Develop and/or update a comprehensive electrical model of each installation's power system.

• Perform power flow analysis, cross connect capability evaluation, short circuit study, single point of failure (SPOF) analysis for all generator locations, protective device coordination study, and arc flash hazard analysis.

• Ensure compliance with NFPA 70E, Standard for Electrical Safety in the Workplace.

• The North American Industry Classification System (NAICS) Code is 541330 – Engineering Services, with a small business size standard of $25.5 Million.

• Interested firms are encouraged to submit a capability statement addressing specific questions outlined in the RFI.

• The submission deadline is Friday, 1 May 2026, at 2:00 PM CDT.

• Responses must not exceed 10 pages (single-spaced).

• No evaluation letters or results will be issued, and no reimbursement will be made for costs associated with this RFI.

• Prospective contractors must be registered in the System for Award Management (SAM).

• The RFI asks firms to specify their business type (large, small, small disadvantaged, 8(a), HUBZone, woman-owned, veteran-owned, service-disabled veteran-owned).

• A draft Performance Work Statement (PWS) – Power Studies FY26 is attached.

• The government may engage in additional communications with selected respondents for market research purposes.
