Scope of Work
The requirement is for contractor services, supplies, and tasks to operate and support the PFP near USNA. Key objectives include introducing military procedures-based flight training, screening students for aeronautical adaptability, decreasing future drop-on-request and attrition, and improving performance in follow-on primary flight training. The scope encompasses:
- Contractor-provided Certified Flight Instructors (CFIs).
- Contractor-owned and operated PA-28 Piper Warrior IIs.
- Provision of spare aircraft to ensure sufficient availability.
- Training aids, materials, maintenance, publications, and equipment.
The contractor must execute training at a home airfield within 40 statute miles driving distance from USNA, Annapolis, MD. Daily flight operations will support approximately 130 students across three 4-week training blocks during the summer, starting the Tuesday after Memorial Day.

Response Requirements
Interested firms must submit an electronic response, limited to 5 pages (excluding FAA documents), in Microsoft Word, 10-point Times New Roman font. Responses should include:
- Company Name, CAGE Code, Address, and Points-of-Contact (POC).
- Company Business Size under NAICS 611512 and any relevant certifications (e.g., Small, SDVOSB, 8(a), WOSB, HUBZone).
- Synopsis of experience in flight-training services, including:
- Number of CFIs employed on past contracts.
- Number and location of airfields used simultaneously.
- Access to airfields within 40 miles of Annapolis, MD (sufficiency, type of access).
- Ability to provide required sortie rates (5 waves, 8-9 sorties each, 06:30-20:00).
- Access to facilities for up to 40 personnel during peak operations.
- Past experience with Firm Fixed Price flight training contracts.
- Copy of currently effective FAA Air Agency Certificate (FAA Form 8000-4), Letter of Authorization (LOA), and FSDO points-of-contact.
