Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Aeronautics and Space Administration (NASA) Shared Services Center (NSSC) intends to issue a sole source contract to DS GOVERNMENT SOLUTIONS CORP for the renewal of PowerFLOW software licenses. This software is critical for the Advanced Measurements and Flow Physics Branch at NASA Langley Research Center, supporting research in unsteady flow simulations and aeroacoustic performance. Interested organizations must submit capability statements by April 13, 2026.
Purpose & Justification
NASA has determined that DS GOVERNMENT SOLUTIONS CORP is the sole provider for the required PowerFLOW software, as Dassault Systems is the only authorized seller in the United States. The software is essential for simulating unsteady flows over complex geometries, generating Cartesian grids, and performing flow analysis and noise prediction for critical research studies. A sole source acquisition is justified due to the unique characteristics of the software and the significant delays, inefficiencies, and compatibility issues that would arise from switching to an alternative vendor. The procurement will be conducted under FAR Part 12 for Commercial Items.
Scope of Work
This requirement covers the renewal of various PowerFLOW software modules, including:
- Paid Offerings: PowerCASE, PowerDELTA, PowerINSIGHT, PowerVIZ, PowerFLOW Simulation Core, PowerFLOW High Subsonic core, PowerACOUSTICS Far Field Noise, and PowerACOUSTICS.
- No Charge Offerings: Specific versions of PowerCASE, PowerINSIGHT, PowerVIZ, PowerFLOW Simulation Core, and PowerFLOW High Subsonic core. The software is used for research supporting NASA missions, specifically for simulating unsteady flows and aeroacoustic performance investigations.
