This is a combined synopsis/solicitation for commercial items, specifically for professional microbial assessment and remediation services at Quarters #1, Culebra National Wildlife Refuge. The U.S. Fish and Wildlife Service (USFWS) requires services to address microbial growth and moisture intrusion concerns within the structure, including comprehensive mold detection, remediation, and moisture mitigation plans and construction. All work must adhere to federal, state, and industry standards for mold remediation and indoor environmental quality.

• Contractors must demonstrate relevant industry experience in mold remediation and indoor environmental quality, and compliance with all state and local laws.

• Contract Type: Firm-fixed-price (FFP).

• Estimated Construction Magnitude: $15,000 to $21,000.00.

• Period of Performance: Approximately 90 calendar days, from July 1, 2026, through September 29, 2026 (contingent upon contract award).

• Location: Carr. 250 Fish and Wildlife, Bo. San Isidro, Culebra 00775, Puerto Rico.

• Bond Requirements: Payment bond required for awards over $35,000. Both payment and performance bonds required for awards over $150,000. Bonds due no later than 10 calendar days after award.

• Submission Method: Email submission of quotes.

• Proposal Format: Quotes should be on company letterhead, include solicitation document with unit and total prices, SAM.gov UEI code, point of contact phone number and email address. Refer to FAR provision 52.212-1 for submission guidance and include completed FAR provision 52.212-3.

• Quote Format: 8 1/2"x 11", standard font (12 pitch, Times New Roman/Ariel/Etc.), 1-inch border, no artistic fonts or elaborate formats.

• Site Visit: Wednesday, June 10, 2026, 10:00 AM - 12:00 pm EST.

• Question Deadline: Friday, June 12, 2026, 12:00 PM EST.

• Proposal Due Date: Thursday, June 25, 2026, 12:00 pm EST.

• Evaluation Basis: Primarily on Price, as acceptability for the requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To address extensive microbial growth and moisture damage within Quarters #1 at Culebra National Wildlife Refuge, caused by water intrusion and high humidity following Hurricane Fiona. The goal is to restore a healthy indoor environment by removing contaminated materials, performing industrial-grade sanitation, and repairing impacted structural surfaces.

• Provide all labor, equipment, specialized materials, and supervision for microbial remediation and structural repairs.

• Comply with federal, state, local regulations, and ANSI/IICRC S520 Standard for Professional Mold Remediation.

• Correct water intrusion and humidity sources.

• Identify and remove contaminated sheetrock, insulation, wood, or other materials.

• Perform comprehensive sanitation.

• Install new sheetrock in affected areas.

• Room #1: Approximately 200 sq ft of wall surface.

• Kitchen & Living Room: Approximately 50 sq ft combined.

• Vertical Scope: Sheetrock removal up to 2 feet from the floor level in contaminated sections.

• Includes the rest of the interior and exterior of the building.

• Project Mobilization and Safety Coordination: Post-award conference, daily safety meetings, maintain logs, provide COR/staff documentation, provide on-site supervisor contact.

• Assessment, Testing and Report: Visual inspection, moisture mapping, identify moisture sources, recommend corrective actions (COR approval required before corrections).

• Source Moisture Correction: Identify and report repairs for moisture sources, include water intrusion corrective actions (COR approval required).

• Containment, Equipment Setup, Controlled Demolition and Removal: Install critical barriers, establish negative pressure, use industrial-grade remediation equipment (air scrubbers, HEPA vacuums, dehumidifiers, air movers), provide power generation, remove and dispose of contaminated materials according to regulations.

• Microbial Cleaning and Decontamination: Apply EPA-approved biocides, HEPA vacuum non-hard surfaces, utilize biocide fogging, apply microbial-resistant encapsulant primer.

• Structural Drying: Install drying equipment, monitor and document progress, provide weekly moisture readings.

• Structural Repair (Sheetrock Installation): Replace removed sheetrock, tape, plaster, sand, and prime new panels to a paint-ready finish. Final decorative painting is excluded.

• Period of Performance: Ninety (90) calendar days.

• Operational Hours: 8-hour daily shift, Monday-Friday (08:00 AM - 05:00 PM). No work on Federal Holidays or weekends.

• Performance Location: Culebra National Wildlife Refuge.

• Report and pictures of water intrusion/humidity source corrections (5 days prior to mitigation).

• Report and pictures of contaminated material removal (within 5 days of removal completion).

• Report and pictures of decontamination and sanitation process and end product (within 5 days of completion).

• Installation of new materials.

• Report with evidence of debris disposal.

• Final remediation report (including safety logs, moisture readings, photos) submitted at least 10 days prior to Period of Performance end date.

• Warranty documentation (minimum one-year workmanship warranty).

• Warranty: Minimum one-year workmanship warranty covering mold reoccurrence due to improper remediation, failure to remove visible mold, or deficiencies in containment, cleaning, and drying. If mold reappears, contractor must inspect within 15 days and perform remediation at no additional cost if covered.

This solicitation is for microbial remediation, moisture damage mitigation, and drywall removal services at Quarters #123, Culebra National Wildlife Refuge. The work includes containment, removal, and disposal of mold-contaminated drywall and associated materials, cleaning and treatment of affected surfaces, and restoration of impacted areas. The estimated construction magnitude is between $15,000 to $21,000.00.
