Purpose & Scope

This is an information-gathering announcement, not a request for proposals. The purpose is to assess the availability and capability of small businesses for a future design-build contract. The scope includes both design and construction work:

• Design Work: Completing designs for 36 landslide sites, preparing documentation for National Environmental Policy Act (NEPA) approval, and acquiring right-of-way according to PRHTA standards. This also involves coordinating with public, local governments, utilities, and stakeholders, and performing required permitting.
• Construction Work: Embankment reconstruction, excavation, concrete work, various types of retaining walls (reinforced soil slope, gabion gravity, secant pile, drilled shaft, soldier pile, cantilever reinforced, buttress earth fill), drainage structures, riprap, removal/replacement of roadway structures, guardrails, traffic signs, maintenance of traffic, temporary traffic control, soil erosion/sedimentation control, pavement markings, utilities, and other related work.

Eligibility & Submission Requirements

This Sources Sought is primarily seeking information from qualified Small Businesses. Firms must be certified and registered under NAICS 237310 in SAM.gov at the time of any future solicitation. Interested Prime Contractors must submit the following information:

• Statement of intention to submit an offer as a Prime Contractor.
• Full business name, address, point of contact, phone, email, and website.
• Unique Entity ID (UEI) and Commercial and Government Entity (CAGE) Code.
• Firm's size standard under NAICS 237310 and applicable classifications (e.g., WOSB, 8(a), HUBZone, SDVOSB).
• Letter from a bonding agent confirming capability to bond for a single contract of $50 Million to $60 Million, and aggregate bonding capacity.
• Evidence of experience in landslide/washout repairs, NEPA approval, and right-of-way acquisition.
• Experience with developing and submitting shop drawings, material submittals, construction quality control programs, Traffic Management Plans, and as-built drawings.
• Capability to perform on contracts ranging from $45 Million to $55 Million, with comparable work performed within the last 5 years.
• Experience in building retaining wall systems and reinforced soil slopes within the last 5 years.
• Experience managing multiple design and/or construction activities simultaneously.
• Experience developing and implementing a Contractor’s Quality Control Plan (CQCP).
