This is a Request for Quotation (RFQ) for a "Maintenance Worker Support" position to assist the U.S. Fish and Wildlife Service (FWS) Sandy Point National Wildlife Refuge (NWR) in the U.S. Virgin Islands. The role involves moderate to very heavy physical effort on various projects across three NWRs (Sandy Point, Green Cay, and Buck Island).

• The primary deliverable is the support of the maintenance program through physical labor.

• Specific tasks include general maintenance and repairs (buildings, electrical, plumbing, HVAC, structural), groundskeeping and landscaping (mowing, trimming, debris removal, trail maintenance), equipment and inventory management, safety and compliance checks, and support services (event setup, special projects, inter-refuge support).

• Required qualifications include experience operating heavy equipment (tractors, trucks, trailers), a commercial driver's license (CDL), facilities maintenance experience, basic knowledge of electrical, plumbing, carpentry, HVAC, auto mechanics, and groundskeeping. A background investigation is also required.

• The individual must be able to lift up to 50 pounds frequently and over 50 pounds with assistance, work in various weather conditions, and be willing to travel, including overnight trips.

• The contractor must be located in the vicinity of the Refuge to respond to immediate issues.

• The contract will be a firm-fixed-price contract.

• Period of Performance: Base Year (June 1, 2026 - September 30, 2026) with four Option Years extending through September 30, 2030.

• Questions are due by Tuesday, 05/26/2026, 12:00 PM EST.

• Quotes are due by Friday, 05/29/2026, 5:00 PM EST, via email to melissa_niemi@ios.doi.gov.

• Quotes will be valid for at least 60 calendar days from the RFQ closing date.
