• The award will be made to the responsible Offeror whose offer conforming to the solicitation is the lowest price technically acceptable (LPTA).

• Quotes not deemed technically acceptable will be removed from further consideration.

• This procurement is set aside for small business.

• Offerors must be registered at www.sam.gov.

• The NAICS Code for this procurement is 334516.

• The government does not pay by credit card.

• The solicitation includes provisions related to duty-free entry and place of manufacture.

Recommendation and Determination to Solicit from One Source or Brand Name

This document recommends negotiating with a single source or a specific brand name for the acquisition of supplies or services. Competition is deemed impractical for the following reasons:

• The acquisition is for specific Emerson (Tescom/Anderson Greenwood) brand regulators, hand valves, and relief valves.

• The estimated cost and period of performance (16 weeks) are provided.

• The items and services have unique characteristics tied to a completed system design built around specific Emerson TESCOM and Anderson Greenwood models.

• These components are uniquely compatible with the existing design, interfaces, and safety documentation requirements, meeting specific performance, traceability, and reliability needs.

• Using a different brand would result in added costs, schedule delays, and compatibility issues.

• It would require design rework and could delay delivery due to the inability of a substitute to meet established design and configuration needs.

• The document indicates a potential sole source negotiation with a specific vendor or brand.

• An estimated cost and lead-time of 15 days after award are mentioned for a sole source option, and 16 weeks for the brand name justification.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a full bill of materials for regulators, isolation valves, repair kits, relief valves, and test reports for use at Stennis Space Center. All components must be new, Emerson (TESCOM/Anderson Greenwood) parts.

• Pressure Regulators & Accessories: Specific models of reducing regulators, air-loaded regulators, and dome-loaded regulators with specified quantities and pressure ratings.

• Isolation Valves: Various sizes of isolation valves with specified quantities.

• Relief Valves (Anderson Greenwood): Specific models of relief valves with specified sizes and pressure set points.

• Additional Components: Includes a specific check valve model and data plates for all components.

• Material Test Reports (MTR) for all pressure-boundary components.

• Certificate of Conformance (C of C).

• Functional and proof test reports for all items requiring testing.

• Delivery to Stennis Space Center, MS 39529-6000.

• Lead Time: Less than 20 weeks after award.

• All hardware must be traceable to OEM production.

• Components must be properly packaged to prevent damage.

• Compliance with all applicable specifications.
