This document is a Request for Quotations (RFQ) for the supply and delivery of a brand-new 7-8 seater passenger SUV to the U.S. Consulate General in Dubai, United Arab Emirates. The government intends to award a contract/purchase order to the responsible company submitting the lowest priced, acceptable offer.

• Supply and Delivery of a brand-new 7-8 Seater Passenger SUV.

• Vehicle Specifications:

  • Model Year: 2026 or above (GCC Specification)
  • Color: Black, White, or Gray
  • Engine: Minimum 3.5L V6 gasoline, 9-Speed Automatic Transmission, not less than 425 Horsepower, 4WD (Four-Wheel Drive) or equivalent.
  • Safety & Driver Assistance: Adaptive Cruise Control, Blind Spot Warning & Intervention, Lane Departure Warning & Prevention, Predictive Forward Collision Warning, Front & Rear Parking Sensors, 3D Around View Monitor, Head-Up Display, digital gauges, navigation, safety alerts.
  • Airbags & Stability: Driver & Front Passenger Airbags, Driver Knee Airbag, Head & Thorax Airbags (Front), ABS (Anti-Lock Braking System), Vehicle Dynamics Control, Hill Start Assist & Hill Descent Control.
  • Interior & Comfort: Remote Engine Start, Premium Leather Seats (Black, Beige or Red), Heated & Ventilated Front Seats, Automatic Climate Control, 12.3" or equivalent infotainment Display, LED Headlights, Panoramic Sunroof, Power Tailgate with Hands-Free Operation.
  • Suspension & Off-Road: Variable Damping System Air Suspension with Front & Rear Levelling, Off-Road Information Display, Clinometer, Steering Angle Wheel Slip Indicator.
  • Security & Convenience: Engine Immobilizer, Security Alarm System, Central Door Locking with Speed-Sensing Auto Lock.
  • Services Package: Manufacturer warranty (minimum 3 years / 100,000 km), Scheduled maintenance support up to 100,000 km.
  • Extra: Windows tinted 40-50%, GCC Specifications, preferably American Brand. Tires – DOT certified, not older than 6 months at time of delivery.
  • Origin: Preferably American / Japanese Brand.

• Delivery Location: Consulate General of United States of America, Dubai, Umm Hurrair 1, Bur Dubai, Dubai.

• Delivery Time: Within 30 days of a delivery order, with at least 30 days' notice. Within 15 calendar days of contract award, submit sales contract and original Vehicle Clearance Certificate (VCC).

• Warranty: Manufacturer and dealer's warranty in accordance with local regulations, with an authorized service center in Dubai.

• Contract Type: Firm-fixed price contract.

• Currency: All prices in AED.

• Value Added Tax (VAT): Not included in CLIN rates; priced as a separate Line Item. 5% VAT applies.

• Quotations Due: Monday, 1st June 2026, at 03:00 PM (UAE local time).

• Submission Method: Electronically to DubaiGSOProcurement@state.gov in Adobe Acrobat (pdf) file format.

• File Size Limit: 10MB per file. If exceeding 10MB, submit in separate files, each less than 10MB.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to hold discussions.

• Quoter Acceptability: Assessed by compliance with RFQ terms.

• Quoter Responsibility: Analyzed based on FAR 9.1 requirements (financial resources, ability to comply with performance period, integrity, experience, skills, equipment, facilities, and eligibility).

• This acquisition is UNRESTRICTED.

1. Completed Solicitation (SF-1449 cover page, Section 1 filled out).
2. Evidence of established business with a valid UAE trade license for vehicle trading/sales.
3. Proof of authorized dealer status or official dealership certificate/authorization letter from the manufacturer.
4. SAM registration details – UEID (if available).
5. Complete technical details of the proposed vehicle (warranty, service, availability, pictures, make, model, place of manufacture, year, delivery time frame).
6. Section I, Pricing.
7. Section 5 Representations and Certifications.
8. Additional information as required in Section 3.
9. NDAA 889 compliance certification.

• Proposals must be in English. Incomplete proposals will not be accepted.
• No quotations will be accepted after the due date and time.
• Do not include links to attachments in submissions.
