Praia - Cash Transportation Service Contract

This document is a Request for Quotations (RFQ) for Cash Transportation Services for the U.S. Embassy in Praia, Cabo Verde. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.

• Provide secure transportation of U.S. Government funds between designated U.S. Embassy facilities and authorized deposit sites, approximately 3-4 times per month.

• Services must comply with Department of State regulations and internal controls.

• Utilize armored vehicles, which must comply with Cabo Verdean laws and regulations.

• Vehicles must be maintained in a secure and operational condition.

• Cash pickups and deliveries must be conducted by vetted and cleared armored car employees who present appropriate identification.

• Armed armored car employees must be escorted by U.S. Embassy authorized security personnel.

• Coordinate with U.S. Embassy Praia RSO for access, escort, and security requirements.

• Advance notification of delivery schedule is required.

• Cash must be transported in a secure, locked container or bag.

• At least two authorized individuals must accompany cash during transit (dual control).

• Verification of cash at delivery is required.

• Incident reporting for any irregularities or security incidents is mandatory.

• Contract type: Firm fixed-price purchase order.

• Period of Performance: One-year base period with four one-year options.

• Minimum Order: Six services per year.

• Maximum Order: Ninety-six services per year.

• Quotations must be submitted electronically to PraiaProcurement@state.gov no later than June 15th, 2026, 17:00h (Praia time).

• Award will be made to the lowest priced, acceptable, responsible offeror.

• Evaluation will consider technical information, contractor responsibility (FAR 9.1), and past performance.

• Offerors must be registered in the SAM (System for Award Management) database prior to offer submission.

• Offerors must demonstrate ability to perform, including operating an established business in Cabo Verde or planning to establish one within 30 days of award.

• Offerors must provide proof of SAM registration.

• Offerors must provide evidence of necessary personnel, equipment, and financial resources.

• Offerors must address plans for obtaining required licenses and permits.

• Offerors must provide a strategic plan for cash transportation services.

• All prices are in Cape-Verdean Escudos.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced as a separate Line Item.

• Various FAR and DOSAR clauses are incorporated by reference and provided in full text, including those related to tax on foreign procurements, ordering, order limitations, and security prohibitions.
