Submission & Evaluation

Eligibility
Offerors must be registered in the SAM (System for Award Management) database prior to submission. They must demonstrate the ability to perform, including operating an established business in Cabo Verde or planning to establish one within 30 days of award. Proof of SAM registration, necessary personnel, equipment, financial resources, and plans for licenses/permits are required.
