• Period of Performance: One year from the start date, with four one-year options to renew.

• Minimum Contract Value: 100,000.00 CVE.

• Maximum Contract Value: 112,000,000.00 CVE.

• Evaluation will be based on the lowest transaction fees, determined by multiplying the offered transaction fee for each contract line item by its respective estimated requirements for each period of performance.

• Quoter acceptability will be assessed by compliance with RFQ terms.

• Quoter responsibility will be determined by analyzing financial resources, ability to comply with performance period, integrity, experience, skills, equipment, facilities, and eligibility.

• Offerors must be registered in the SAM (System for Award Management) database prior to proposal submission.

• A pre-quotation conference will be held on March 13th at 10 a.m. local time at the US Embassy Praia - Annex. Contact Albertina Lopes by March 12th, 2026, at 5 p.m. for information or entry arrangements.

• Required submission items include SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), additional information as required in Section 3, and proof of SAM Registration.
