Solicitation / RFP / RFQ

This document is a Request for Quotations (RFQ) for Local Guard Force Tactical Uniforms for the U.S. Embassy in Praia, Cabo Verde. The government intends to award a contract or purchase order to the responsible company offering the lowest price, based on initial quotations without discussions, though discussions may be held if necessary.

The solicitation requires the delivery of a complete tactical uniform ensemble for local guard personnel. The uniform set includes:

• Tactical Jacket (durable, operational wear, reinforced stitching, functional pockets)

• Tactical Belt (heavy-duty, for equipment support, secure fastening)

• Tactical Packable Jacket (lightweight, weather-resistant, storable)

• Tactical Pants (reinforced, cargo pockets, for mobility and durability)

• Tactical Shirt (professional, for guard duties, ventilated, durable)

• Tactical Boots (sturdy, ankle support, slip-resistant, comfortable for standing/patrol)

• Contract Type: Firm-fixed price with an option to purchase additional quantities.

• Period of Performance: Delivery of items is required no later than 120 days after contract award. Optional quantities must be delivered no later than 120 days after modification exercising the option.

• Delivery Location: U.S. Embassy Praia, Cabo Verde (Rua Abilio Macedo 6, C.P. 201, Praia, Cape Verde Island).

• Delivery Time: Monday through Friday, between 8:00 a.m. and 5:00 p.m.

• Quotations are due by March 16th, 2026, 5 p.m. Praia time.

• Submission Method: Electronically to praiaprocurement@state.gov, in English.

• Incomplete proposals will not be accepted.

• Evaluation Factors: Award will be made to the lowest priced, acceptable, responsible quoter. Quoter acceptability will be determined by assessing compliance with RFQ terms. Quoter responsibility will be analyzed based on FAR 9.1 requirements (financial resources, ability to comply with performance period, integrity, experience, skills, equipment, facilities, and eligibility).

• Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov prior to proposal submission. Failure to register may result in the offer being considered non-responsible.

• The document includes extensive contract clauses (FAR and DOSAR) covering various aspects such as terms and conditions, representations and certifications, evaluation factors, and specific requirements related to foreign procurements, small business concerns, and other compliance matters.

• A Quality Assurance and Surveillance Plan (QASP) is included to monitor contractor performance.
