Statement of Work (SOW) / Performance Work Statement (PWS)

This PWS aims to enhance the combat readiness and operational effectiveness of the Puerto Rico Army National Guard (PRARNG) by providing expert case management and medical administrative support. The goal is to ensure the force is medically and psychologically prepared for large-scale combat operations.

• Medical (Administrative) Provider: One licensed Medical Provider (NP/PA/MD/DO) is required for approximately 850 hours annually to conduct medical administrative case management and readiness determinations. This includes reviewing health and dental records, issuing deployability determinations, managing medical profiles in government systems (MODS, MHS Genesis), coordinating care, and acting as medical records custodian.

• Behavioral Health (BH) Specialist: Two credentialed BH Specialists (LCSW, Clinical Psychologist, or CNS) are required for approximately 4,160 hours annually to provide BH readiness and case management. Services include initial and follow-up BH screening, case management for up to 300 SMs, developing a network of civilian BH professionals, and providing recommendations for administrative dispositions.

• General: All personnel must be technically literate, proficient in standard office software, and capable of learning specialized military medical platforms. Data entry into specified systems must be completed within 72 hours of service. All work must comply with HIPAA, Privacy Act, and "For Official Use Only" (FOUO) / Controlled Unclassified Information (CUI) handling procedures.

• Medical/BH Readiness Determinations: 98% accuracy, strictly complying with AR 40-501 and AR 40-502.

• System Data Entry Timeliness: 95% on-time, with data entered within 72 hours.

• Medical Readiness Reporting: 100% on-time delivery for monthly reports.

• Records Custodianship & Filing: 95% accuracy.

• Technical Literacy & Software Proficiency: 100% compliance, with no rework due to technical errors.

• Special Qualifications & Credentialing: 100% compliance, with no lapses in licensure permitted.

• Period of Performance: One Base Year (12 months) with two 12-month option years, and a 6-month extension under 52.217-8. Anticipated start date is July 13, 2026.
