Purpose & Scope
This requirement is for the safe and secure confinement of Military pre-trial and post-trial Soldiers, adhering to Army Regulation 190-47. The selected contractors will provide all necessary facilities, equipment, supplies, and personnel. Key responsibilities include operating an approved confinement facility, ensuring compliance with Department of Justice National Prison Rape Elimination Act (PREA) standards, and maintaining strict separation protocols for various prisoner categories (pre-trial/post-trial, male/female, officer/enlisted, military/civilian).
Facility & Operational Requirements
Facilities must meet specific accreditation or approval standards and comply with AR 190-47. Operational requirements include providing three meals daily (at least two hot), health and comfort items, and mail services consistent with civilian prisoner standards. Contractors must also manage visitation schedules, ensure confidential telephone access for legal counsel, and handle prisoner documentation and property. The ability to surge staff/hours during national emergencies is also required.
Contract Details & Evaluation
These BPAs will be evaluated annually and may remain in place for up to five years. The Government will consider price, past performance, and technical capabilities when establishing these agreements.
