Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Phoenix Indian Medical Center (PIMC) with the necessary support to comply with PIMC policies concerning pre-construction risk assessment, asbestos safety, and water intrusion.

• Assist PIMC in complying with ICRA 2.0 requirements and provide construction labor.

• Deliver 24/7 rapid response for drying clean and contaminated water leaks, adhering to ANSI/IICRC S500-2021 standards.

• Provide industrial hygiene services and recommendations for remediation of mold and contaminated water.

• Perform demolition and remediation of materials containing asbestos, lead, or affected by mold/contaminated water.

• Assist with construction labor to replace demolished areas.

• Abate asbestos-containing materials (VCT tiles, mastic, ductwork tape) and lead-glazed ceramic tile.

• Provide asbestos and lead air/surface sampling and clearance letters.

• Provide parts, tools, and construction materials.

• Technicians must hold specific certifications (e.g., ASD, BMI, CDS, WRT, CIH, MRS).

• Asbestos abatement technicians must hold Class II/III worker certificates.

• All work must be performed by subcontractors and technicians with experience in hospital occupancies.

• Adherence to ICRA 2.0 requirements, including daily compliance logs (HEPA air particulate, digital manometer, pressurization, negative air).

• Response time for water leaks: within two hours, 24/7.

• Drying services for contaminated water leaks must minimize risk of further saturation and mold damage.

• Base year with four (4) one-year option periods for renewal.

• Services to be performed at the Phoenix Indian Medical Center (PIMC) campus.

• Compliance with federal laws (IE OSHA), county laws (IE Maricopa Air Quality), and City of Phoenix regulations for city services.

• Use of STARC walls or approved equivalent for ICRA 2.0 walls.

• Potential need for background checks, immunizations, and online training for construction laborers.

• Submittals required: certifications for workers and industrial hygienist, proof of hospital experience.

Solicitation / RFP / RFQ

This solicitation (ACQ-IHS-2026-00033) is a Request for Proposal (RFP) for pre-construction risk assessment, asbestos safety, and water intrusion services in the Phoenix Area Indian Health Service. The procurement is conducted under FAR Part 12 and FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services.

• Support necessary to comply with PIMC policies concerning pre-construction risk assessment, asbestos safety, and water intrusion.

• Technical Proposal to include: Technical Approach, Staffing Plan, Quality Control, and Safety and Infection Control Compliance.

• Past Performance references (2-5) within the last 3 years.

• Pricing Schedule to include all labor, materials, equipment, overhead, profit, and disposal costs.

• Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed-Priced Contract.

• Period of Performance: Initial period July 1, 2026 - June 30, 2027, with four (4) 12-month option periods extending through June 30, 2031.

• Set-Aside: This is an ISBEE/IEE Set-Aside.
