The contractor must maintain a local office within a 50-mile radius of Hill AFB and be capable of emergency response within two hours.

Submission & Evaluation
Proposals will be evaluated using a Lowest Priced Technically Acceptable (LPTA) methodology. Evaluation factors include Technical (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable/Neutral), and Price (completeness and reasonableness). Mandatory prequalification is required, including proof of bonding with an A.M. Best “A” rated surety and a minimum aggregate bond capacity of $1 Million, extensive employee and company certifications, insurance, and experience. Offerors must submit three volumes: Technical, Price, and Past Performance. Post-award, a System Safety Program Plan (SSPP) and Quality Assurance Program Plan (QAPP) are required within 30 days.
